This is a fully remote position, open to applicants in United States.
• Oversee capture activities for designated federal opportunities from qualification to the transition to proposal.
• Create and uphold capture plans utilizing established capture processes and Shipley Capture Management best practices.
• Facilitate cross-functional pursuit teams and monitor capture activities, assignments, milestones, and deliverables.
• Provide consistent updates to Growth and Business Unit leadership regarding capture progress, risks, obstacles, competitive positioning, and necessary support.
• Grasp customer missions, priorities, acquisition strategies, and procurement timelines.
• Assist in planning customer and industry engagements, including call plans and the collection of customer intelligence.
• Perform competitive research and aid in competitive assessments, win themes, differentiators, and overall positioning.
• Collaborate with subject matter experts, solution architects, delivery leaders, and stakeholders to craft customer-focused solutions.
• Identify and assess potential teaming partners and coordinate teaming efforts.
• Support responses to RFIs, RFPs, RFQs, and other federal procurement initiatives.
• Engage in gate reviews and contribute to technical, management, staffing, pricing, and overall pursuit strategies.
• Coordinate capture activities with proposal management for seamless transition into proposal development.
• Partner with Pricing, Contracts, Recruiting, People Operations, Delivery, and other internal teams to gather necessary pursuit resources.
• Recognize capture risks and formulate mitigation strategies alongside leadership and pursuit teams.
• Maintain precise capture documentation, opportunity information, action items, and pursuit status.
• Contribute to lessons learned and the ongoing improvement of capture processes and practices.
• Bachelor’s degree coupled with 4+ years of relevant professional experience.
• Relevant years of experience may be considered in lieu of formal education.
• Proven experience in supporting or managing capture activities within the federal government contracting sector.
• Experience collaborating with cross-functional teams throughout the business development, capture, or proposal lifecycle.
• Familiarity with supporting federal RFIs, RFPs, RFQs, or analogous procurement activities.
• Working knowledge of federal acquisition processes and government contracting.
• Understanding of common federal contract types, such as Firm-Fixed-Price (FFP), Time and Materials (T&M), and Cost-Plus contracts.
• Familiarity with GWACs, IDIQs, BPAs, and other federal contract vehicles.
• Experience in conducting customer, market, and competitive research to support federal opportunities.
• Ability to manage various priorities, deadlines, and stakeholders in a dynamic remote environment.
• Strong written and verbal communication, organizational, and collaborative skills.
• Preferred: experience supporting technology, digital services, IT modernization, cloud, data, cybersecurity, or software development opportunities within the federal government.
• Preferred: experience with Shipley or similar capture and proposal management methodologies.
• Preferred: experience aiding in competitive assessments, win themes, solution development, teaming strategies, or price-to-win activities.
• Preferred: experience working with federal civilian or health agencies.
• Preferred: familiarity with federal procurement systems, opportunity research tools, and capture management platforms.
