This is a fully remote position, open to applicants in United States.
• Provide daily HR support across various MAHRS departments within the DON M&RA organization, including EMPO and OFR.
• Update and manage specific Microsoft SharePoint sites.
• Assess, document, and propose designs for new SharePoint environments.
• Draft functional requirements, workflows, communication strategies, and implementation plans.
• Review business processes, operating procedures, and workflows to suggest enhancements.
• Create system and functional requirements documentation along with solution recommendations.
• Maintain MAHRS and EEO policies, guidelines, SOPs, business processes, and accompanying documents.
• Develop test scenarios for enhancements, bug fixes, upgrades, and new system implementations.
• Generate and support HRLink and DON Jupiter reports, dashboards, metrics, and visualizations using Cognos BI, Qlik, Databricks, and other analytical tools.
• Design and provide ad-hoc analyses, reports, and presentations for MAHRS and EEO program managers.
• Develop and fill corporate dashboards and scorecards.
• Offer technical and functional support for EEO systems including iComplaints, NEAT, FEDSEP, and IRCMS.
• Create processes to collect Applicant Flow Data, OCLF benchmarking, and Barrier Analysis datasets.
• Automate relevant database tables and workflows.
• Prepare briefing materials and detailed data explanations for leadership.
• Compile weekly, monthly, and quarterly HR and EEO reports.
• Prepare briefs supporting OPM and DoD metric requirements.
• Provide logistical and operational support for assigned MAHRS and EEO events.
• A minimum of five (5) years of experience in designing, developing, and maintaining reports, dashboards, and metrics using Cognos BI, DON/Jupiter tools, or similar analytics platforms.
• At least three (3) years of experience working with federal HR data for reporting and analysis purposes.
• A minimum of two (2) years of experience in Microsoft SharePoint content management.
• Experience in business process analysis, requirements documentation, and workflow design.
• Strong analytical skills with the ability to interpret HR and EEO performance metrics.
• Proven ability to create test plans, documentation, and business cases.
• Expertise in developing dashboards, scorecards, and analytical products for senior leadership.
• Excellent communication and presentation abilities.
• Familiarity with Cognos BI Tools, dashboard design, Qlik Sense, requirements documentation, and SharePoint site management.
• Completion of NACI or ANACI background investigation.
• Must be a U.S. citizen.
