This is a fully remote position, open to applicants in United States.
• Provide daily HR support functions across various MAHRS departments within DON’s M&RA organization, including EMPO and OFR.
• Update and maintain specific Microsoft SharePoint sites.
• Analyze, document, and propose designs for new SharePoint environments.
• Draft functional requirements, workflows, communication strategies, and implementation plans.
• Review business processes, operating procedures, and workflows, suggesting improvements.
• Produce system and functional requirements documentation along with solution recommendations.
• Update, maintain, and organize MAHRS and EEO policies, guidance, SOPs, business processes, and relevant documents.
• Develop test scenarios for enhancements, bug fixes, upgrades, and new implementations.
• Create and support HRLink and DON Jupiter reports, dashboards, metrics, and visualizations.
• Design and deliver ad-hoc analyses, reports, and presentations for MAHRS and EEO Program Managers.
• Develop and populate corporate dashboards and scorecards.
• Offer technical and functional user support for iComplaints, NEAT, FEDSEP, and IRCMS.
• Design processes to capture Applicant Flow Data, OCLF benchmarking, and Barrier Analysis datasets.
• Automate related database tables and workflows.
• Prepare briefing charts and detailed data explanations for leadership.
• Compile weekly, monthly, and quarterly HR and EEO reports at DON, Command, and organizational levels.
• Prepare briefs to support OPM and DoD metric requirements, including data pulls and transformations.
• Provide logistical and operational support for assigned MAHRS and EEO events.
• A minimum of five (5) years of experience in designing, developing, and maintaining reports, dashboards, and metrics using Cognos BI, DON/Jupiter tools, or similar analytics platforms.
• At least three (3) years of experience using federal HR data for reporting and analysis.
• Two (2) years of experience in Microsoft SharePoint content management.
• Proven experience in business process analysis, requirements documentation, and workflow design.
• Strong analytical skills with the ability to interpret HR and EEO performance metrics.
• Demonstrated capability in developing test plans, documentation, and business cases.
• Proficiency in creating dashboards, scorecards, and analytics products for senior leadership.
• Excellent communication and presentation abilities.
• Capacity to engage effectively with others and provide excellent customer service.
• Ability to adapt positively and enthusiastically to change.
• Completion of NACI or ANACI background investigation.
• U.S. Citizenship is required.
• Position is contingent upon favorable background investigation results for the Contractor Labor Associate (CLA) prior to the start date.
