Business Analyst – Scrum Master

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Gather and document business, functional, data, integration, reporting, security, and operational requirements.

• Convert stakeholder requirements into epics, features, user stories, acceptance criteria, process flows, interface requirements, and data specifications.

• Lead discovery sessions with NMFS, IPaC, application, data, security, and operational stakeholders.

• Document existing and future workflows, system interactions, data ownership, business rules, exception handling, and manual processes.

• Assist in reviewing interface specifications, source-to-target mappings, data definitions, and validation rules.

• Ensure traceability between objectives, requirements, backlog items, test evidence, and delivered functionalities.

• Identify gaps, conflicting requirements, unresolved decisions, and scope changes, escalating them to decision-makers.

• Facilitate sprint planning, daily coordination, backlog refinement, sprint reviews, retrospectives, and other collaborative sessions.

• Aid the product owner and technical leads in maintaining a prioritized, ready, and appropriately sized backlog.

• Monitor dependencies, impediments, decisions, action items, delivery risks, and commitments across involved teams.

• Utilize team metrics and delivery data to pinpoint bottlenecks and enhance planning and execution.

• Organize demonstrations, stakeholder reviews, and acceptance activities for integration increments.

• Foster clear working agreements and consistent definitions of ready and done.

• Prepare status updates, meeting records, decision logs, roadmaps, release notes, and briefing materials.

• Clarify technical dependencies and integration constraints to business and program stakeholders.

• Collaborate with quality assurance staff to ensure requirements and acceptance criteria are testable and covered by test cases.

• Assist in release planning, implementation readiness, training, transition, and operational handoff tasks.

• Maintain project artifacts in Jira, Confluence, SharePoint, or similar collaboration tools.

• Support federal government data integration from initial discovery through implementation and validation.


⛳️ Requirements

• At least four years of experience in business analysis, product analysis, Scrum Master, or Agile delivery roles for software or data projects.

• Proficient in eliciting, analyzing, documenting, and validating business and technical requirements.

• Experience in crafting epics, user stories, acceptance criteria, process flows, and requirements for integration or data-heavy systems.

• Familiarity with facilitating Agile ceremonies and cross-functional working sessions.

• Solid understanding of APIs, databases, data pipelines, system interfaces, and common integration concepts.

• Experience managing backlogs, dependencies, risks, decisions, and delivery reporting through Jira and related tools.

• Capability to facilitate discussions involving federal stakeholders, subject-matter experts, engineers, testers, and project leadership.

• Excellent written communication, meeting facilitation, organizational, and problem-solving skills.

• Bachelor’s degree in business, information systems, computer science, or a related field, or equivalent practical experience.

• Experience supporting federal software modernization, data integration, or shared-service initiatives.

• Familiarity with environmental, permitting, consultation, natural resource, or regulatory programs.

• Experience documenting API contracts, data mappings, data governance decisions, or interface-control requirements.

• Experience with Google Cloud Platform, cloud data warehouses, or enterprise integration platforms.

• Experience supporting Appian or another low-code enterprise platform.

• Certified ScrumMaster, Professional Scrum Master, SAFe Scrum Master, PMI Professional in Business Analysis, or a similar credential.

• Knowledge of accessibility, records management, security, and release requirements for federal systems.

• Must pass a government background investigation and fulfill public trust requirements.

• US Citizenship or US Green Card is required.
