Business Analyst – IT Asset Management

This is a fully remote position, open to applicants in New Mexico, +1 more state.

📋 Description

• Offer business analysis expertise to support programs, projects, and operational initiatives within Indian Affairs and the Office of Information Technology.

• Gather, analyze, validate, document, and manage business, functional, technical, and system requirements.

• Chart current-state, future-state, and interim business processes while suggesting enhancements, modernization, automation, and efficiency opportunities.

• Create user stories, story maps, use cases, acceptance criteria, and prioritized product backlogs.

• Draft requirements, implementation statements, and documentation for NIST Special Publication 800-53 control assessments.

• Assist with privacy and security documentation, including PII identification, Privacy Impact Assessments (PIAs), and Privacy Threshold Analyses (PTAs).

• Develop business glossaries, functional requirements, process models, system diagrams, wireframes, workflows, and related artifacts.

• Design and maintain models using Microsoft Visio and manage boards, test plans, dashboards, and related artifacts using Azure DevOps or other Government-approved tools.

• Perform research and analysis for process improvement, business process reengineering, IT modernization, shared services, and technology implementation initiatives.

• Create and execute test cases, test scripts, datasets, and acceptance criteria.

• Facilitate requirements sessions, stakeholder interviews, focus groups, training sessions, strategic planning forums, and knowledge transfer activities.

• Review costs, schedules, performance, and compliance requirements related to federal IT investments.

• Lead assigned analytical activities while tracking risks, issues, milestones, dependencies, and deliverables.

• Collaborate with Government stakeholders, project managers, technical teams, security personnel, vendors, and contractors.

• Provide specialized business analysis support for IT Asset Management, encompassing hardware, software, licensing, property management, and related IT services.

• Analyze and document asset processes, procedures, workflows, records, and controls.

• Assist in service request fulfillment and evaluate customer requests for hardware and software products and services.

• Maintain and analyze asset and product information in repositories, systems, databases, and catalogs.

• Support technical reviews and authorization of software and hardware products.

• Track product authorization risks, approvals, statuses, and documentation.

• Analyze asset management data to pinpoint inconsistencies, gaps, trends, and opportunities for data quality improvement.

• Enhance IT Asset Management workflows, operational controls, process efficiency, compliance, and customer service.

• Develop IT Asset Management requirements, process models, reports, dashboards, workflows, and documentation.

• Integrate IT Asset Management with configuration management, change management, service request fulfillment, and other IT service management functions.


⛳️ Requirements

• A minimum of five (5) years of experience delivering business analysis services to management and technical personnel in support of federal IT investments.

• Proven experience in analyzing and resolving complex IT project or program management issues in alignment with relevant federal laws, regulations, policies, and procedures.

• Experience in translating business and system requirements into clear, measurable, and testable acceptance criteria.

• Understanding of business processes, records, controls, and customer workflows linked to hardware and software assets.

• Knowledge of PMO operations, capital planning, strategic planning, and IT investment management.

• Familiarity with business process improvement and business process reengineering methodologies.

• Practical experience in configuration management, ITIL practices, change management, IT Asset Management, and service request fulfillment.

• Experience with activity and data modeling, modern business methods, best-practice analysis, and performance measurement.

• Knowledge of FITARA, SDLC, FEA, CPIC, and FISMA.

• Experience applying human-centered design methods, including journey mapping, affinity mapping, and storyboarding.

• Excellent written and verbal communication, facilitation, interviewing, training, collaboration, and leadership skills.

• Capability to manage multiple priorities while meeting project schedule, quality, and performance expectations.

• Ability to work effectively with Government stakeholders, technical teams, security personnel, vendors, and other contractors.

• U.S. Citizenship is required.

• Must be able to obtain and maintain the necessary Government security clearance and/or suitability determination.

• Must comply with all applicable federal contract requirements.

• Preferred: experience supporting the Department of the Interior (DOI) and/or Indian Affairs.

• Preferred: experience in NIST- and/or DOI-controlled IT environments.

• Preferred: experience supporting federal IT asset, software license, property, change, configuration, or release management.

• Preferred: experience with ITSM ticketing systems, Configuration Management Databases (CMDBs), Microsoft Intune, or similar enterprise tools.

• Preferred: experience using Microsoft Visio, Azure DevOps, or similar Government-authorized tools.

• Preferred: active Government security clearance.
