Business Analyst – Change & Configuration Management

This is a fully remote position, open to applicants in New Mexico, +1 more state.

📋 Description

• Provide expertise in business analysis to support programs, projects, and operational initiatives within Indian Affairs and the Office of Information Technology.

• Elicit, analyze, validate, document, and manage the business, functional, technical, and system requirements.

• Map current-state, future-state, and interim business processes, while recommending improvements, modernization, automation, and efficiency opportunities.

• Develop user stories, story maps, use cases, acceptance criteria, prioritized product backlogs, glossaries, process models, system diagrams, wireframes, workflows, and technical documentation.

• Prepare requirements, implementation statements, and supporting documentation for NIST Special Publication 800-53 control assessments.

• Assist with privacy and security documentation, including PII identification, PIAs, and PTAs.

• Create and maintain models using Microsoft Visio, and manage boards, test plans, dashboards, and related artifacts using Azure DevOps or other Government-authorized tools.

• Conduct research and analysis aimed at process improvement, business process reengineering, IT modernization, shared services, and technology implementation.

• Develop and execute test cases, test scripts, datasets, and acceptance criteria.

• Facilitate requirements sessions, stakeholder interviews, focus groups, training sessions, strategic planning forums, and knowledge-transfer activities.

• Review cost, schedule, performance, and compliance requirements for federal IT investments.

• Track risks, issues, milestones, dependencies, and deliverables.

• Support configuration management, change control, and release-management processes.

• Maintain configuration information, records, baselines, CMDB data, and supporting documentation.

• Facilitate Configuration Control Board activities, including documentation, decision tracking, approvals, and follow-up.

• Assist with change-request intake, evaluation, impact analysis, prioritization, approval, implementation, and closure.

• Support configuration audits, corrective actions, audit responses, and remediation tracking.

• Analyze CCM data and metrics to identify trends, issues, process gaps, risks, and opportunities for improvement.

• Coordinate with Government stakeholders, project managers, technical teams, security teams, vendors, and other contractors.


⛳️ Requirements

• A minimum of five (5) years of experience providing business analysis services to management and technical personnel in support of federal IT investments.

• Experience in analyzing and resolving complex IT project or program management issues in compliance with applicable federal laws, regulations, policies, and procedures.

• Experience in supporting configuration management, change control, and release-management processes.

• Familiarity with CMDB processes, configuration records and artifacts, Configuration Control Board (CCB) processes, and configuration audits.

• Experience in analyzing and documenting current-state and target-state configuration and change-management processes and workflows.

• Knowledge of PMO operations, capital planning, strategic planning, and IT investment management.

• Understanding of business process improvement and business process reengineering methodologies.

• Practical experience with configuration management, ITIL practices, change management, IT Asset Management, and IT service-request fulfillment.

• Experience with activity and data modeling, modern business methods, best-practice analysis, and performance measurement.

• Familiarity with FITARA, SDLC, FEA, CPIC, and FISMA.

• Experience applying human-centered design methods such as journey mapping, affinity mapping, and storyboarding.

• Strong written and verbal communication, facilitation, interviewing, training, collaboration, and leadership skills.

• Ability to manage multiple priorities and meet project schedule, quality, and performance requirements.

• Capacity to work effectively with Government stakeholders, project managers, technical teams, security personnel, vendors, and other contractors.

• U.S. Citizenship is required.

• Ability to obtain and maintain the Government security clearance and/or suitability determination required for the position.

• Must meet all applicable federal contract requirements.

• Preferred: experience supporting DOI and/or IA.

• Preferred: experience in NIST- and/or DOI-controlled IT environments.

• Preferred: experience with federal IT asset, license, property, change, configuration, or release-management activities.

• Preferred: experience with ITSM ticketing systems, CMDBs, Microsoft Intune, or similar enterprise tools.

• Preferred: experience using Microsoft Visio, Azure DevOps, or comparable Government-authorized tools.

• Preferred: active Government security clearance.
