This is a fully remote position, open to applicants in Virginia.
• Provide business analysis expertise in support of Indian Affairs and the Office of Information Technology's programs, projects, and operational initiatives.
• Elicit, analyze, validate, document, and manage business, functional, technical, and system requirements.
• Assess existing operations and convert needs, challenges, and objectives into actionable recommendations and requirements.
• Map current-state, interim-state, and future-state business processes while identifying opportunities for improvement, modernization, automation, and efficiency.
• Create user stories, story maps, use cases, acceptance criteria, prioritized product backlogs, business glossaries, process models, system diagrams, wireframes, workflows, and other relevant artifacts.
• Prepare requirements and documentation for NIST SP 800-53 control assessments and assist with privacy and security documentation, including PII, PIAs, and PTAs.
• Develop and maintain models and diagrams utilizing Microsoft Visio or other Government-authorized tools.
• Manage boards, test plans, dashboards, requirements, and project artifacts through Azure DevOps or other approved tools.
• Conduct research and analysis to support process improvement, reengineering, IT modernization, shared services, and technology implementation.
• Develop and execute test cases, test scripts, datasets, and acceptance criteria.
• Facilitate requirements sessions, stakeholder interviews, focus groups, training sessions, strategic planning forums, and knowledge-transfer activities.
• Review cost, schedule, performance, and compliance requirements related to federal IT investments.
• Track risks, issues, milestones, dependencies, and deliverables effectively.
• Assist in implementation and knowledge transfer to integrate business requirements and process enhancements into operational environments.
• Analyze operations, workflows, systems, controls, service delivery practices, and operational data to pinpoint gaps, risks, trends, and improvement opportunities.
• Develop operating models, business cases, recommendations, reports, dashboards, presentations, performance measures, and operational metrics.
• Research and evaluate technologies, capabilities, tools, and service delivery models.
• Support shared-services strategies and endorsed business-process modifications.
• Collaborate with Government stakeholders, technical teams, security personnel, vendors, and contractors.
• Promote continuous improvement, enhance operational controls, minimize manual tasks, and elevate service delivery.
• A minimum of five (5) years of experience in providing business analysis services to management and technical staff supporting federal IT investments.
• Practical experience in Business Operations and Analysis within an integrated project management and business analysis context.
• Experience in analyzing and resolving complex IT project, program, or operational challenges in line with applicable federal laws, regulations, policies, and procedures.
• Proven experience in evaluating operations, defining requirements, mapping both current-state and future-state processes, identifying alternatives and efficiencies, and aiding modernization and implementation efforts.
• Knowledge of Project Management Office (PMO) operations, capital planning, strategic planning, and IT investment management.
• Familiarity with business process improvement and business process reengineering methodologies.
• Hands-on experience with configuration management, ITIL practices, change management, IT Asset Management, and IT service-request fulfillment.
• Experience in activity and data modeling, modern business methods, best-practice analysis, and performance measurement.
• Understanding of FITARA, SDLC, FEA, CPIC, and FISMA.
• Experience applying human-centered design methods, such as journey mapping, affinity mapping, and storyboarding.
• Strong written and verbal communication, facilitation, interviewing, training, collaboration, and leadership capabilities.
• Ability to manage multiple priorities while meeting project schedules, quality, and performance standards.
• Capability to work effectively with Government stakeholders, project managers, technical teams, security personnel, vendors, and other contractors.
• U.S. Citizenship is required.
• Must be able to obtain and maintain the required Government security clearance and/or suitability determination for the position.
• Must fulfill all relevant federal contract requirements.
• Preferred: experience with DOI and/or IA, federal IT modernization, shared services, business transformation, process improvement, IT asset/license/property/change/configuration/release-management activities, ITSM ticketing systems, CMDBs, Microsoft Intune, Microsoft Visio, Azure DevOps, or equivalent Government-authorized tools.
