This is a fully remote position, open to applicants in New Mexico, +1 more state.
• Deliver business analysis expertise to support the Indian Affairs and Office of Information Technology programs, projects, and operational initiatives.
• Gather, analyze, validate, document, and manage business, functional, technical, and system requirements.
• Assess operations and convert business needs, challenges, and objectives into requirements and actionable recommendations.
• Outline current-state, interim-state, and future-state business processes while identifying opportunities for improvement, modernization, automation, and increased efficiency.
• Create user stories, story maps, use cases, acceptance criteria, prioritized product backlogs, business glossaries, process models, system diagrams, wireframes, workflows, and other related artifacts.
• Prepare requirements and supporting documentation for NIST Special Publication 800-53 control assessments.
• Assist with privacy and security documentation, including PII identification, PIAs, and PTAs.
• Oversee boards, test plans, dashboards, requirements, and project artifacts utilizing Azure DevOps or other authorized tools.
• Conduct research and analysis to support process improvement, reengineering, IT modernization, shared services, and technology implementation.
• Develop and execute test cases, test scripts, datasets, and acceptance criteria.
• Lead requirements sessions, stakeholder interviews, focus groups, training sessions, strategic planning forums, and knowledge-transfer activities.
• Evaluate cost, schedule, performance, and compliance requirements related to federal IT investments.
• Monitor risks, issues, milestones, dependencies, and deliverables.
• Analyze operations, workflows, processes, systems, controls, service delivery practices, and operational data.
• Create operating models, business cases, recommendations, reports, dashboards, presentations, and decision-support artifacts.
• Establish and maintain performance measures and operational metrics.
• Collaborate with Government stakeholders, project managers, technical teams, security personnel, vendors, and contractors.
• Assist in the implementation of approved business process changes and assess operational outcomes.
• Foster continuous improvement, enhance operational controls, minimize manual activities, and elevate service delivery.
• At least five (5) years of experience providing business analysis services to management and technical personnel supporting federal IT investments.
• Proven hands-on experience in Business Operations & Analysis within an integrated project management and business analysis setting.
• Experience in analyzing and resolving complex IT project, program, or operational issues in compliance with relevant federal laws, regulations, policies, and procedures.
• Experience in evaluating existing operations, defining requirements, mapping current-state and future-state processes, identifying alternatives and efficiencies, and supporting modernization and implementation initiatives.
• Familiarity with Project Management Office (PMO) operations, capital planning, strategic planning, and IT investment management.
• Knowledge of business process improvement and business process reengineering methodologies.
• Practical experience in configuration management, ITIL practices, change management, IT Asset Management, and IT service-request fulfillment.
• Experience with activity and data modeling, modern business practices, best-practice analysis, and performance measurement.
• Familiarity with FITARA, SDLC, FEA, CPIC, and FISMA.
• Experience employing human-centered design methods, such as journey mapping, affinity mapping, and storyboarding.
• Strong written and verbal communication, facilitation, interviewing, training, collaboration, and leadership skills.
• Capable of managing multiple priorities while meeting project schedule, quality, and performance standards.
• Ability to effectively collaborate with Government stakeholders, project managers, technical teams, security personnel, vendors, and other contractors.
• U.S. Citizenship is required.
• Ability to obtain and maintain the necessary Government security clearance and/or suitability determination for the role.
• Must comply with all applicable federal contract requirements.
• Preferred: experience supporting the U.S. Department of the Interior and/or Indian Affairs.
• Preferred: experience in federal IT modernization, shared services, business transformation, or process improvement initiatives.
• Preferred: experience in federal IT asset, license, property, change, configuration, or release management activities.
• Preferred: experience with ITSM ticketing systems, CMDBs, Microsoft Intune, or similar enterprise tools.
• Preferred: experience with Microsoft Visio, Azure DevOps, or similar Government-authorized tools.
• Preferred: active Government security clearance.
