📋 Description

• Collaborate with stakeholders to gather, document, and validate business and operational requirements.

• Evaluate business processes and workflows to uncover gaps, risks, and opportunities for enhancement.

• Create and maintain documents for business requirements, functional specifications, user stories, acceptance criteria, workflow documentation, and process diagrams.

• Assist in requirements traceability and scope management throughout the project delivery lifecycle.

• Clarify business rules and functional requirements for development teams.

• Provide support for operational and reporting artifacts.

• Generate weekly and monthly status reports on delivery and operational performance for program leadership and client stakeholders.

• Analyze backlog, service, and operational data utilizing Microsoft Excel and Power BI.

• Develop and sustain reporting dashboards and metrics using Azure DevOps and Power BI.

• Identify opportunities for automation and process optimization through low-code platforms.

• Facilitate backlog refinement, sprint planning, retrospectives, and status meetings.

• Maintain and oversee product backlogs in accordance with business priorities and roadmap objectives.

• Coordinate the execution of the roadmap and track delivery with client and contractor leadership.

• Monitor and document project risks, issues, dependencies, and action items.

• Support operational sustainment and maintenance activities in enterprise O&M environments.

• Advocate for agile delivery processes and standards for backlog management.

• Suggest process improvements to enhance delivery efficiency and team operations.

• Act as a liaison between business stakeholders, leadership, and technical delivery teams.


⛳️ Requirements

• A bachelor's degree in Business Administration, Information Systems, Computer Science, or a related field from an accredited institution.

• At least 5 years of experience in supporting enterprise Operations and Maintenance (O&M) initiatives in a Business Analyst role.

• A minimum of 2 years of experience with Azure DevOps or a similar backlog and project tracking solution.

• Proven experience in developing and managing Power BI reporting outputs, including dashboard design, data modeling, and stakeholder-facing report delivery.

• Experience in supporting agile delivery teams within a federal government IT setting.

• Excellent communication skills in English, both written and verbal.

• Strong analytical and critical thinking abilities.

• Proficient in Microsoft 365, including SharePoint Online, Microsoft Power Platform (Power Apps, Power Automate, Power BI), and the complete Microsoft Office Suite.

• Advanced expertise in Azure DevOps for backlog management, sprint tracking, and delivery reporting.

• Advanced proficiency in Microsoft Power BI for developing dashboards, data visualization, and operational reporting.

• Demonstrated ability in creating and maintaining user stories, acceptance criteria, and functional requirements in an agile delivery setting.

• Strong facilitation skills with experience leading agile ceremonies.

• Familiarity with requirements traceability and scope management in enterprise IT delivery programs.

• Proficiency in ServiceNow for IT service management and operational tracking activities.

• Excellent organizational skills with the capacity to manage multiple concurrent priorities, deliverables, and stakeholder relationships.

• Experience in tracking and documenting project risks, issues, dependencies, and action items.

• CBAP, PMI-PBA, or an equivalent business analysis certification is preferred.

• Agile or Scrum certification or equivalent demonstrated experience is desirable.

• Preferred experience in supporting federal government IT programs or contracts.

• Preferred experience with SharePoint Online development and maintenance environments.

• Familiarity with the application development and automation capabilities of Microsoft Power Platform.

• Experience with low-code or no-code automation platforms, enterprise O&M environments, ITIL-based service management, process diagrams, data governance, hybrid Agile-Waterfall delivery, federal IT security and compliance requirements, stakeholder engagement, change management, and Microsoft Power Automate.
