Architectural Redesign Consultant

This is a fully remote position, open to applicants in Kenya, +4 more countries.

📋 Description

• Develop an architectural design for an enhanced Performance & Results Management System (PRMS)

• Identify key internal and external users, their uses, and the necessary outputs

• Evaluate current PRMS components, including Theory of Change, Projected Benefits, Results Framework, and planning tools

• Analyze data supply, fragmentation, manual versus automated inputs, and data across CGIAR, donor, and Center systems

• Establish a FAIR, API-first, interoperable, and orchestrable connecting layer

• Empower CGIAR tools, authorized external parties, and AI agents to access and contribute to the data layer

• Tackle diverse Window 3/bilateral data integration and Center-level ownership and access issues

• Illustrate how the redesign can minimize manual entries, duplication, and double reporting while considering AI operational costs and human judgment

• Outline a phased, budgeted roadmap for the 2027 interim release and comprehensive rebuild

• Identify obstacles to Center and Program adoption and detail design requirements to alleviate challenges

• Review PRMS technical documentation, evidence of AI tool dependency, interoperability frameworks, incident records, enhancement history, API documentation, and agent integration efforts

• Conduct interviews with infrastructure, AI tool, MELIAF, Center MEL, and demand-side stakeholders

• Lead co-design sessions with the Project Partnership Team (PPT)

• Produce an architectural blueprint, a costed build roadmap, and a briefing deck for the Steering Group

• Engage in independent technical reviews and refine deliverables prior to the Steering Group briefing

⛳️ Requirements

• Senior-level proficiency in data architecture and API design for complex, federated data environments, including AI orchestration and agentic access patterns

• Advanced knowledge of AI/ML pipeline requirements, encompassing LLM-based and agentic tools, as well as large-scale cost modelling

• Extensive experience in Monitoring, Evaluation, Learning (MEL), and risk-informed systems in international development, including results frameworks, theories of change, indicator management, and bilateral reporting structures

• Demonstrated ability to provide guidance on organizational change and adoption in federated, multi-stakeholder environments

• Proven track record in creating architectural blueprints that are actionable for both non-technical leadership and developers

• Strong capability to translate user, governance, and reporting needs into system and data specifications

• Experience with CGIAR, multilateral research organizations, or similar federated institutional settings is advantageous

• Updated CV and cover letter

• Financial proposal in USD quoted as a lump sum with a breakdown of costs by deliverable
