This is a fully remote position, open to applicants in Illinois.
• Assist in the modernization of the Illinois Medicaid Enterprise System (MES) by providing analytical, coordination, and advisory services.
• Draft and coordinate the collection of information for Planning, Implementation, Operational, As Needed, and Annual APDs.
• Monitor and report on assigned APD activities and financial details, including federal funding requests and contract modifications.
• Collaborate with client project teams and stakeholders to gain insights into project scope, APD requirements, and business needs.
• Aid in the development of procurement strategies by researching products, services, suppliers, and acquisition methods.
• Gather, evaluate, and analyze data to create Independent Government Cost Estimates (IGCEs) and conduct cost-benefit, costing, and price analysis.
• Carry out market research and offer recommendations for procurement plans and approaches.
• Create and deliver analytical reports, findings, and recommendations.
• Ensure that work products and deliverables align with technical, documentation, and quality standards.
• Engage with CMS and other federal/state agencies regarding APD submission requirements.
• Manage client relationships and expectations with key leadership figures.
• Provide insights and recommendations for essential business and project decisions.
• Communicate the status of deliverables, risks, and issues to stakeholders, including clients and federal representatives.
• Promote continuous improvement in procurement, APD, and financial management processes, personnel, and organizational systems.
• Review deliverables and processes to ensure quality and completeness.
• A Bachelor’s degree or higher from an accredited college or university in a relevant field, or four years of additional relevant experience in place of a degree.
• At least 4 years of experience in developing and applying analytical methodologies, including Medicaid Management Information System (MMIS) APD development and maintenance, federal grant or funding requests, or status reporting within a state or federal agency.
• A minimum of 3 years’ experience as a business analyst or consultant for State Health Programs.
• At least 3 years of experience in eliciting and verifying business requirements.
• Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook), with advanced skills in MS Excel.
• Strong customer service orientation along with excellent oral and written communication skills.
• Capability to work independently or collaboratively as part of a team, maintaining a high degree of professionalism in deliverables and client interactions.
• Experience in conducting cost-benefit analysis and financial tracking/reporting.
• Ability to evaluate deliverables and processes for quality and completeness.
• Familiarity with the State Medicaid Manual, 45 CFR 430, 610, 611, 612, State Medicaid Director’s Letters, and APD Submission Requirements.
• Three or more years’ experience collaborating with CMS State Representatives or equivalent federal agencies.
• Previous experience with Advance Planning Documents (APDs) and state procurement processes.
• Skills in developing and maintaining Microsoft Project schedules.
• Ability to communicate clearly and accurately in written and spoken English.
• Preferred certifications include Business Data Analytics Certificate, Cost Estimator/Analyst Certification, CPA License, CAPM, or PMP.
