Training Lead

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Oversee the development of the cybersecurity workforce, including training, instructional design, LMS administration, data/reporting, and knowledge management.

• Set priorities for training, including schedules, assignments, milestones, and reporting requirements.

• Tackle overdue training, competency gaps, data quality issues, and dependencies among stakeholders.

• Manage the entire training lifecycle: needs assessment, planning, development, delivery, tracking, reporting, evaluation, and ongoing enhancement.

• Administer ongoing training in cybersecurity/privacy awareness, role-specific, technical, and compliance training for various organizational groups.

• Design and create online courses, technical training, presentations, job aids, reference materials, interactive modules, and assessments.

• Revise training materials in response to evolving policies, regulations, technologies, threats, workforce roles, and competency gaps.

• Analyze assessment outcomes to pinpoint skill gaps, strengths in competencies, training priorities, and needs for workforce development.

• Coordinate the launch of training programs, including schedules, instructions, resources, annual requirements, completion criteria, and communications with stakeholders.

• Develop reports and visual representations regarding training compliance, completion trends, workforce readiness, skill gaps, and necessary corrective actions.


⛳️ Requirements

• Bachelor’s degree in Cybersecurity, IT, Information Systems, Education/Training, Instructional Design, Workforce Development, or a related field; relevant experience may be considered in lieu of a degree.

• Over 8 years of experience in cybersecurity/technical training, workforce development, instructional design, learning management, or support for cybersecurity programs.

• A minimum of 3 years in a leadership role focused on cybersecurity/technical training and workforce development.

• Proven experience in designing and developing online courses, technical training, presentations, job aids, reference materials, interactive modules, and assessments.

• Familiarity with instructional design principles and adult learning theories.

• Ability to effectively translate cybersecurity policies, regulations, technical concepts, and best practices into training for both technical and non-technical audiences.

• Experience in converting identified gaps into tailored training plans.

• Experience with the use and administration of Learning Management Systems (LMS).

• Experience in reconciling training records from multiple systems and external data sources.

• Capability to integrate LMS data, skills assessments, cybersecurity work-role information, instructor-led training, meetings/training sessions, and external training records into centralized tracking.

• Proficient with Excel, SharePoint, Power BI or similar dashboards, Microsoft Teams, LMS platforms, e-learning/course authoring tools, and assessment/reporting tools.

• Must be eligible for a DoED 6c Public Trust.

• U.S. Citizenship is required.

• An active Secret clearance is highly preferred.

• Preferred: experience supporting Federal Student Aid, the Department of Education, or another Federal cybersecurity workforce/training program.

• Preferred: experience in administering CSPA, RBT, or similar Federal mandatory cybersecurity training.

• Preferred: familiarity with FedTalent, Security Touch, FPPS personnel-data dependencies, and Federal ICAM processes.

• Preferred: experience utilizing the NICE Cybersecurity Workforce Framework.

• Preferred: experience preparing cybersecurity training records and reports for Federal audits and compliance reviews.

• Preferred: relevant certifications such as CISSP, Security+, CySA+, CISM, CGRC, CPTD/ATD credentials, or PMP.
