This is a fully remote position, open to applicants in Alabama, +3 more states.
• Oversee subcontract operations for specialized materials, equipment, and services related to defense and aerospace initiatives.
• Create specifications for subcontracts, including statements of work, sourcing strategies, and terms and conditions.
• Prepare bid packages, invite proposals, facilitate bidders’ conferences, and assist in the selection of subcontractors.
• Evaluate and analyze subcontract proposals concerning technical aspects, cost, schedule, and performance metrics.
• Negotiate pricing, terms and conditions, schedule commitments, and other business stipulations for subcontracts.
• Issue subcontract awards and manage the entire subcontract lifecycle, including performance monitoring, funding actions, modifications, and closeout processes.
• Evaluate supplier risks related to finances, schedules, technical aspects, and performance, and develop strategies for mitigation.
• Coordinate changes, additions, deletions, and other modifications to subcontracts with internal stakeholders.
• Collaborate with program management, contracts, engineering, supply chain, quality assurance, finance, and other functional departments.
• Maintain comprehensive subcontract documentation and facilitate audit readiness, reporting, and compliance efforts.
• Engage in the development and enhancement of subcontract policies, procedures, and processes.
• Authorize supplier agreements and purchase orders within the limits of delegated authority.
• Bachelor’s Degree with at least 4 years of relevant experience in subcontracts management.
• Graduate Degree with a minimum of 2 years of related experience in subcontracts.
• Alternatively, a minimum of 8 years of relevant subcontract experience may substitute for a degree.
• Proven experience in supporting defense, aerospace, or other government contracting environments.
• Familiarity with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and subcontract flow-down stipulations.
• Proficient in developing statements of work, requests for proposals, and subcontract terms and conditions for intricate materials or services.
• Knowledgeable in cost analysis, price analysis, and methodologies for assessing subcontractor risks.
• Experience in administering various types of subcontracts, including cost-reimbursement, fixed-price, and time-and-materials contracts.
• Understanding of export compliance regulations, including International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
• Experience in managing subcontract modifications, funding actions, earned value assessments, or initiatives to enhance supplier performance.
