This is a fully remote position, open to applicants in Virginia.
• Design cutting-edge, win-oriented technical solutions for DoD solicitations, including RFPs, RFIs, BAAs, and OTAs.
• Develop distinctive technical approaches that set CSA solutions apart from competitors.
• Create architectures for training solutions, LVC&G integration diagrams, CONOPS, and proposal graphics.
• Analyze solicitation requirements and formulate compliant, cost-effective technical solutions.
• Collaborate with capture managers, program managers, business development teams, and technical subject matter experts.
• Support customer engagements and technical discussions throughout capture activities.
• Assess emerging training technologies, including XR/AR/VR, synthetic training environments, game engines, and AI-driven adaptive training.
• Develop technical differentiators and value propositions for competitive endeavors.
• Design integrated LVC&G training solutions that align with readiness objectives, training throughput, and life-cycle cost goals.
• Conduct competitive analyses and evaluate competitor technical strategies.
• Assist in preparation for orals and technical presentations to government clients.
• Provide technical solutions for teaming agreements and subcontractor negotiations.
• Participate in gate reviews and proposal color team evaluations.
• Craft persuasive, compliant technical volumes for proposal submissions.
• Develop executive summaries, management strategies, and past performance narratives.
• Create content that addresses evaluation criteria and winning themes.
• Formulate technical approaches, strategic narratives, methodologies, communication plans, and risk management strategies.
• Produce capability statements, white papers, and technical marketing materials.
• Generate compliant responses to technical requirements and L/M/C matrices.
• Ensure proposal content is in line with winning strategies, themes, and differentiators.
• Extract and articulate technical content in collaboration with subject matter experts.
• Edit and enhance proposal sections for clarity, compliance, and persuasiveness.
• Manage proposal content using collaborative tools.
• Develop past performance case studies and project descriptions.
• Assist in responses to RFIs, sources sought notices, and pre-solicitation activities.
• Create graphics, tables, and visual components.
• Ensure adherence to page limits, formatting requirements, and solicitation instructions.
• Must hold and maintain an active Secret Clearance.
• Bachelor's degree required.
• At least 8 years of experience in solution architecture, training systems, modeling and simulation (M&S), or related technical roles.
• Minimum of 5 years of experience in proposal writing for DoD or Federal government contracts.
• Demonstrated success in securing proposal wins.
• Experience throughout the complete proposal lifecycle from RFP release to submission.
• Familiarity with Federal acquisition processes (FAR/DFARS) and contract vehicles.
• Strong comprehension of Live, Virtual, Constructive, and Gaming (LVC&G) training environments.
• Understanding of live, virtual, constructive, and gaming training systems and applications.
• Knowledge of LVC interoperability standards and architectures, including HLA, DIS, and TENA.
• Familiar with Army Synthetic Training Environment (STE), Navy LVC training, and Air Force Operational Training Infrastructure (OTI).
• Insight into the DoD training and simulation acquisition community and its clients.
• Ability to translate customer training needs into LVC&G solutions while balancing fidelity, cost, and throughput.
• Understanding of training exercise support, including design, planning, execution, simulation center operations, and after-action reviews.
• Awareness of the LVC&G industry landscape.
• Experience developing solutions for IDIQ, GWAC, and single-award contracts.
• Proficiency with architectural and diagramming tools.
• Knowledge of DoD training mission areas.
• Understanding of government evaluation criteria and source selection processes.
• Experience working with various DoD clients, including Army, Navy, and Air Force.
• Exceptional persuasive and technical writing skills.
• Capability to produce compliant and compelling proposal content under tight timelines.
• Experience managing color team reviews and integrating feedback.
• Proficient in MS Office Suite, Adobe InDesign, and collaboration platforms.
• Strong understanding of winning strategies, themes, differentiators, and ghost/counter strategies.
• Ability to engage in-person for business development at customer sites and conferences.
• Skill in translating technical concepts for both technical and non-technical evaluators.
• Experience with compliance matrices and requirements management.
• Knowledge of Shipley or APMP proposal best practices.
• Excellent communication and presentation abilities.
• Capacity to work under pressure and meet aggressive proposal deadlines.
• Strong collaboration skills with cross-functional teams.
• Exceptional attention to detail and commitment to quality.
• Flexibility to adjust to changing requirements and last-minute proposal updates.
• Ability to manage multiple pursuits at the same time.
• Active Top Secret clearance with SCI eligibility preferred.
• Hands-on experience with LVC&G programs preferred.
• Prior military service with training simulations or training exercise experience preferred.
• Shipley Associates proposal training or Certified Modeling & Simulation Professional (CMSP) certification preferred.
• Ability to remain seated for extended periods and work at a computer workstation.
• Ability to lift and/or move equipment weighing up to 25 pounds.
