Senior Technical Functional Analyst

This is a fully remote position, open to applicants in United States.

📋 Description

• Facilitate intricate requirements gathering sessions with Government stakeholders, subject matter experts, and executive leadership.

• Convert business, operational, and compliance needs into both functional and non-functional requirements.

• Manage the requirements lifecycle from initial discovery to production deployment.

• Break down system capabilities into epics, features, and detailed user stories in alignment with Agile methodologies.

• Ensure traceability among requirements, design artifacts, test cases, and release deliverables.

• Collaborate with AWS cloud development teams working on Ruby on Rails, React, PostgreSQL, and GraphQL applications.

• Provide expert guidance on data modeling, database design, and API schema structures.

• Assist with AWS integrations utilizing CloudWatch, SQS, and SNS.

• Participate in architecture and design reviews.

• Work within a DevSecOps pipeline that supports CI/CD, automated testing, and secure release management.

• Ensure that requirements encompass DoD security controls, role-based access controls, and least-privilege models.

• Aid in RMF documentation updates and control validation efforts.

• Identify functional risks, integration gaps, and system impacts, and suggest mitigations.

• Contribute to audit readiness and ATO sustainment initiatives.

• Engage in sprint planning, backlog refinement, release planning, and user acceptance testing.

• Support Product Owner in prioritizing the backlog based on mission value and operational significance.

• Analyze user feedback and system performance metrics to drive enhancements.

• Create technical documentation, training materials, and executive-level presentations.

• Act as a trusted advisor to Government leadership, technical teams, and cross-functional stakeholders.

• Deliver briefings and training to both technical and non-technical audiences.

• Foster transparent communication and collaborative problem-solving across distributed teams.

⛳️ Requirements

• U.S. Citizenship is required.

• Active DoD Secret clearance is preferred.

• A minimum of eight (8) years of progressive experience in functional analysis, business systems analysis, or requirements engineering for federal IT systems.

• Proven experience in supporting AWS cloud-native application development environments.

• Experience working within Agile or DevSecOps delivery frameworks.

• Proficiency in creating workflow diagrams, data flow diagrams, interface specifications, and requirements traceability matrices.

• Strong analytical and systems-thinking abilities with exceptional attention to detail.

• Outstanding written and verbal communication skills, including experience in briefing executive-level stakeholders.

• Bachelor's degree in Computer Science, Information Systems, or a related field (or equivalent professional experience).

• Experience supporting DoD or federal acquisition initiatives.

• Familiarity with systems operating under DoD RMF and cybersecurity compliance frameworks.

• Background in applications developed using Ruby on Rails, React, PostgreSQL, and GraphQL.

• Working knowledge of AWS services such as CloudWatch, SQS, and SNS.

• Experience with AWS GovCloud environments.

• Understanding of role-based access control models and entitlement management.

• Experience in enterprise modernization or large-scale digital transformation projects.

• Agile certification (CSM, SAFe, or equivalent).

• Ability to dress appropriately in accordance with safety, security, and site-specific standards.

• Capability to sit or stand for extended periods and utilize hands and fingers for keyboarding, writing, and operating standard office equipment.

• Ability to communicate verbally, listen actively, and maintain visual acuity.

• Willingness to travel up to 10%.
