Senior Subcontracts Specialist

This is a fully remote position, open to applicants in Alabama.

📋 Description

• Provide support to the expanding business sectors within the Defense Sector as a Senior Subcontracts Specialist.

• Oversee activities throughout the complete procurement cycle, which includes NDA and teaming agreement negotiations, preparation of solicitation packages, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, resolution of issues, and closeout procedures.

• Develop moderate to complex RFP solicitations in alignment with Government and Leidos standards.

• Negotiate NDAs and teaming agreements effectively.

• Assess supplier proposal responses thoroughly.

• Execute price and cost analyses proficiently.

• Negotiate pricing structures and terms with subcontractors.

• Manage various types and complexities of subcontracts.

• Identify, address, and resolve moderate subcontract issues, providing recommendations to management.

• Conduct subcontract close-out activities.

• Direct negotiations and implementation of strategic long-term agreements with key suppliers.

• Collaborate with Contracts, Supply Chain, Business Development, Program Management, Engineering, Manufacturing, Finance, and other stakeholders.

• Recognize and mitigate complex issues or risks within the managed subcontract portfolio.

• Convert supplier data into insights, recommendations, and actionable plans suitable for executive-level presentation.

• Report directly to the Director of Global Supply Chain.

• Occasionally travel for in-person engagements with internal stakeholders and suppliers at various Leidos locations.

⛳️ Requirements

• Bachelor’s degree or equivalent experience along with 4+ years of relevant experience, or a Master’s degree combined with 2+ years of relevant experience; equivalent experience may be accepted in lieu of a degree.

• Typically, at least 2+ years of experience in supervising or leading teams or projects.

• Experience in awarding and managing subcontracts within a government-approved purchasing system (CPSR).

• Advanced understanding of FAR/DFARS, other Federal agency requirements, and small business participation.

• Strong negotiating skills to optimize organizational returns, reduce risk, and enhance pricing and terms and conditions.

• Proven history of managing various subcontract types while interfacing with internal clients, functional support staff, and suppliers.

• Experience in independently leading the subcontracts segment of proposal efforts.

• Organizational skills to handle multiple concurrent projects and effectively prioritize actions.

• Ability to communicate clearly and provide status updates and address issues to senior management, internal partners, and suppliers.

• Capable of obtaining and maintaining a US DoD security clearance.

• Must be a US citizen.

• Preferred: Experience supporting Department of Defense and Federal programs, including programs of record, capture pursuits, and large government acquisitions within the Defense/Aerospace sector.

• Preferred: Familiarity with CPSR compliance, NIST SP 800-171, and cyber/supplier readiness requirements.

• Preferred: Understanding of Lean, Six Sigma, or similar process improvement methodologies.

• Preferred: Professional certifications such as CPSM, CPC, CFCM, ISM, APICS, PMI PMP, or other relevant credentials.

• Preferred: Experience with defense technology supply chains, supplier relationships, team leadership, ERP systems, Deltek Costpoint, and procurement systems like Ivalua.
