This is a fully remote position, open to applicants in Alabama, +3 more states.
• Oversee a portfolio of intricate, high-value subcontracts from the planning stage through to closeout independently.
• Act as the primary subcontract business advisor to program and task order teams.
• Direct the entire subcontract lifecycle, encompassing planning, competition, negotiation, award, administration, modification, and closeout.
• Formulate acquisition strategies and convert technical requirements into actionable packages.
• Conduct and document market research, pinpoint capable sources, evaluate competition, confirm supplier eligibility and responsibility, and assist with make-or-buy, commerciality, and single or sole-source determinations.
• Manage solicitations and source selection processes.
• Carry out cost and price analyses and lead negotiations within authorized limits.
• Record business decisions, establish suitable subcontracting arrangements, and ensure readiness for award.
• Maintain contractual oversight and administer changes effectively.
• Monitor subcontractor performance, address performance and payment issues, and nurture supplier relationships.
• Complete formal closeout processes.
• Interpret and apply requirements while maintaining CPSR-ready and audit-ready documentation.
• Safeguard sensitive information, assist with reviews and corrective actions, and enhance execution.
• Utilize independent judgment and escalate issues to management, legal, compliance, or the customer as necessary.
• Manage multiple high-priority actions while adhering to tight deadlines.
• Communicate contractual risks and translate technical or program requirements into enforceable subcontract language.
• Leverage understanding of cost, schedule, technical, and performance risks during negotiations.
• Collaborate within a matrixed program environment.
• A minimum of 10 years of general full-time work experience, which may be reduced with advanced educational qualifications.
• At least 5 years of directly relevant experience in Government contracting.
• A minimum of 2 years in a senior-level subcontracts administration role or a comparable position.
• Recent subcontract experience with FAR/DFARS regulations.
• Practical knowledge of IDIQ, CPIF, T&M, and firm-fixed-price contract types.
• Capability to execute and interpret federal regulations in contracts.
• Proficient in Microsoft Word, PowerPoint, Excel, and SharePoint applications.
• Possession of an active DoD Secret Security Clearance.

• Experience in developing subcontract requirements with minimal prior acquisition history is preferred.
• Experience in creating process improvements and new processes for subcontract management portfolios is desired.
