📋 Description

• Enhance the capabilities of RTSL and government partners in utilizing data, digital systems, and artificial intelligence to advance public health programs and decision-making processes.

• Provide guidance to program and country teams, as well as government partners, on various aspects of data architecture, including quality, interoperability, metadata, governance, accessibility, privacy, and suitable data usage.

• Identify areas of fragmentation, duplication, quality concerns, and obstacles that hinder effective program management and decision-making.

• Support the development of practical and sustainable data architecture and interoperability strategies that reinforce existing systems while promoting country ownership.

• Convert public health and program requirements into specific data needs, bridging the gap between public health, epidemiology, product, data, and technology teams.

• Shape RTSL’s ethical application of AI and advanced analytics.

• Identify and prioritize opportunities for AI in planning, implementation, decision support, analysis, monitoring, and learning.

• Evaluate AI use cases based on user needs, data readiness, feasibility, value, equity, privacy, safety, sustainability, and the country context.

• Advise on the decision to build, purchase, adapt, or partner for data- and AI-enabled solutions.

• Translate AI policies and principles into actionable guidance and review processes.

• Advocate for human oversight, transparency, accountability, privacy, equity, and risk management.

• Lead responsible experimentation and learning initiatives.

• Develop frameworks, decision aids, guidelines, and tools to assess data and AI opportunities.

• Enhance organizational capabilities through training, coaching, communities of practice, and practical learning experiences.

• Provide strategic insights for digital product and innovation projects.

• Capture and disseminate learning experiences across programs and countries.

• Advise governments and public health stakeholders on data, interoperability, governance, organizational readiness, and responsible AI adoption strategies.

• Foster relationships with global health data standards, digital public goods, and organizations focused on responsible AI.

• Represent RTSL in technical forums and partnerships.

• Align programmatic data and AI requirements with enterprise technology, cybersecurity, data protection, and infrastructure needs.

• Collaborate with Legal and Shared Services on governance, procurement, compliance, contracting, budgeting, and risk management processes.

• Assist with proposals, donor engagement, external communications, and the articulation of RTSL’s approach and findings.


⛳️ Requirements

• A minimum of 12 years of progressively responsible experience in data, digital health, health information systems, analytics, applied AI, or related fields.

• Experience in global public health and collaboration with Ministries of Health, national public health institutes, or other governmental health organizations, ideally across multiple countries.

• Proven experience in data architecture and systems, including interoperability, data standards, metadata, governance, information flows, and data quality.

• Experience in translating complex public health challenges into practical data, digital, analytics, or AI solutions.

• Demonstrated ability to operate at the intersection of strategy and implementation while effectively engaging with both technical and non-technical stakeholders.

• Experience in evaluating digital or AI initiatives for feasibility, value, risk, sustainability, and organizational readiness.

• Familiarity with digital products, health information systems, digital public goods, technology vendors, or implementation partners.

• Experience in building organizational capabilities or facilitating the adoption of new technologies and methodologies.

• Strong understanding of public health and systems thinking.

• In-depth knowledge of data architecture, interoperability, data governance, data quality, and the foundational elements for analytics and AI.

• Profound understanding of responsible AI principles, including privacy, equity, transparency, safety, human oversight, and accountability.

• Technical fluency to effectively engage with data scientists, engineers, architects, and vendors.

• Strong analytical and strategic judgment capabilities.

• Ability to structure ambiguous challenges and convert them into actionable recommendations.

• Excellent facilitation, influencing, and stakeholder management skills.

• Capacity to work across organizational boundaries and foster alignment without direct authority.

• Exceptional written and verbal communication abilities.

• Strong cultural awareness and the capability to work effectively with partners in diverse and resource-constrained environments.

• A Master’s degree or equivalent advanced training in public health, health informatics, digital health, data science, epidemiology, health policy, computer science, information systems, or a related discipline.

• Ability to operate effectively within a remote, globally distributed organization.

• Willingness and ability to travel internationally as required.
