This is a fully remote position, open to applicants in United States.
• Create, coordinate, and present Congressional briefing materials, talking points, and testimonial support documents that convey CCPI/SPD program objectives, achievements, and milestones.
• Develop and implement stakeholder engagement strategies that identify both internal and external stakeholders, assess their influence and interest levels, and recommend tailored communication strategies.
• Generate high-quality presentations, issue briefs, and decision memoranda for SES-level executives, the VA Under Secretary, and other senior federal officials.
• Direct guiding-coalition communications by leading cross-functional working groups and formulating coalition messaging frameworks.
• Ensure that narratives remain consistent and coordinated across VA program offices, VISNs, and partner agencies.
• Track the federal legislative and policy landscape for developments pertinent to VA/federal value-based healthcare initiatives.
• Deliver timely analysis and suggest communication responses to program leadership.
• Establish and sustain communication cadence plans, editorial calendars, and mechanisms for stakeholder feedback.
• Assess engagement effectiveness, identify risks to program adoption, and continually enhance messaging strategies.
• At least 8 years of progressive experience in government or healthcare communications and stakeholder engagement.
• A Bachelor's Degree (BA/BS) in Communications, Public Affairs, Political Science, Public Administration, Healthcare Administration, or a closely related field is required.
• Proven experience working with or within the VA, another federal cabinet-level agency, or a federal healthcare system.
• Direct experience with legislative affairs, executive communications, or program transformation communications.
• Capability to obtain and maintain a VA Personal Identity Verification (PIV) credential.
• Must successfully pass a VA background investigation.
• Must be authorized to work in the United States; this position does not provide visa sponsorship.
• Established history of developing Congressional briefing packages and communications products for SES-level audiences.
• Skill in translating technically complex program information into clear, audience-appropriate narratives under tight deadlines.
• Prior experience in VA-specific or federal legislative affairs, including direct interaction with Congressional staff, OMB, or the Office of the Secretary of Veterans Affairs is desirable.
• Knowledge of VA strategic planning or innovation program objectives and/or priorities is preferred.
• Familiarity with data-driven and value-based healthcare solutions is preferred.
• Experience applying structured change management communication frameworks such as Prosci/ADKAR or Kotter's 8-Step is preferred.
• Advanced proficiency in executive communication design tools and federal document standards, including Section 508 accessibility compliance, is preferred.
• A Master's Degree or equivalent advanced professional development in federal communications is preferred.
• Ability to obtain and maintain a VA Personal Identity Verification (PIV) credential.
