Senior Regulatory Analyst, Writer

This is a fully remote position, open to applicants in United States.

📋 Description

• Evaluate public feedback on proposed regulations, pinpointing themes, significant issues, quantitative metrics, public suggestions, and discerning between substantive and non-substantive comments.

• Differentiate between organized form-letter campaigns and unique substantive feedback.

• Catalog all issues raised through public commentary and construct the key issues matrix.

• Compose summaries that support legal and policy assessments along with agency response responsibilities under the Administrative Procedure Act.

• Provide written content that adheres to federal, preferably USDA, stylistic guidelines and Section 508 accessibility standards.

• Establish the coding framework for each rulemaking and evaluate analyst outputs.

• Keep a weekly deliverable tracking sheet and send it electronically to the client.

• Facilitate the kick-off meeting within ten business days of award and create the project plan.

• Draft and submit monthly progress reports to the Contracting Officer's Representative.

• Conduct weekly virtual client status meetings and record decisions made.

• Anticipate comment volume and assess necessary analyst support.

• Report any potential scope creep to Connexus management.


⛳️ Requirements

• Bachelor’s degree.

• Comprehensive understanding of the federal notice-and-comment rulemaking process and the Administrative Procedure Act.

• Direct experience in analyzing or responding to public comments on federal rulemaking, whether within an agency, a contractor, a law firm, or a trade association.

• Proven knowledge of federal regulatory and stylistic standards for processing public comments and rulemaking.

• Exceptional analytical writing skills; writing sample required.

• Familiarity with the Federal Document Management System and regulations.gov.

• Experience in producing documents compliant with Section 508.

• Adept at managing client relationships, including writing status reports that federal reviewers will scrutinize closely.

• Proficient in Microsoft Word, Excel, Teams, Zoom, and Adobe Acrobat Pro.

• Must be a U.S. citizen or lawful permanent resident.

• An advanced degree in public policy, law, economics, agricultural economics, or a related field is preferred.

• Experience with USDA, particularly with AMS, or knowledge of the Packers and Stockyards Act and livestock and poultry markets.

• Background in managing high-volume comment dockets and mass-comment initiatives.

• Previous experience directing junior analysts under tight deadlines.

• Familiarity with qualitative coding or text analysis tools.
