Senior Program Lead – Federal Energy

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Develop and implement strategies for growth in the federal market across critical agencies such as DoD, DOE, GSA, DHS, VA, and other civilian entities.

• Identify, evaluate, and prioritize opportunities in energy infrastructure, resilience, sustainability, and modernization.

• Build and sustain executive-level relationships with agency leadership, contracting officers, energy managers, and program stakeholders.

• Collaborate with business development and capture teams on strategies for pursuit, proposals, negotiations, and securing contracts.

• Track federal budgets, legislation, agency priorities, and funding mechanisms.

• Oversee a portfolio of federal energy programs and projects from inception to completion.

• Provide strategic guidance on program scope, schedule, budget, risk, quality, and customer satisfaction.

• Coordinate efforts among engineering, construction, operations, finance, legal, procurement, cybersecurity, and compliance teams.

• Establish governance structures, performance metrics, and reporting systems.

• Facilitate resolution and decision-making on complex technical, commercial, and contractual issues.

• Act as the primary executive point of contact for assigned federal clients.

• Conduct regular program reviews with agency stakeholders and internal leadership.

• Lead customer presentations, executive briefings, and strategic planning sessions.

• Manage the financial performance of programs, including revenue, margins, forecasts, and cash flow.

• Assist in contract negotiations, change management, and risk mitigation efforts.

• Review business cases, project economics, and investment proposals.

• Ensure adherence to financial controls, corporate policies, and contractual obligations.

• Lead and mentor cross-functional program teams across various locations and disciplines.

• Coach project managers and program professionals.

• Support initiatives for talent development, succession planning, and organizational growth.


⛳️ Requirements

• Bachelor's degree in Engineering, Business, Energy Management, Construction Management, Public Administration, or a related field.

• Over 10 years of experience in federal programs, energy services, infrastructure development, government contracting, or related sectors.

• More than 5 years of leadership experience managing complex programs, portfolios, or customer-facing organizations.

• Proven track record working with U.S. Federal Government clients and acquisition organizations.

• In-depth knowledge of federal contracting vehicles, procurement processes, and compliance standards.

• Experience managing large-scale energy, infrastructure, sustainability, or resiliency projects.

• Demonstrated ability to lead cross-functional teams and influence stakeholders without direct authority.

• Excellent executive communication, presentation, negotiation, and relationship management skills.

• Willingness to travel domestically and internationally as needed.

• Master's degree in Business Administration, Engineering, Public Policy, or a related discipline (preferred).

• PMP, PgMP, PE, CEM, or equivalent professional certification (preferred).

• Experience supporting DoD, DOE, GSA, VA, DHS, or other significant federal agencies (preferred).

• Familiarity with ESPC, UESC, IDIQ, MATOC, and similar federal contracting vehicles (preferred).

• Experience with Design Build, DER, Solar PV, BESS, Microgrids, CHP, Energy Resiliency, Grid Modernization, or Decarbonization projects (preferred).

• Knowledge of federal cybersecurity, sustainability, and energy resilience requirements (preferred).

• Active or prior federal security clearance (preferred).
