This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Provide support to the NNSA Office of Defense Programs, Production Modernization Office, and the Plutonium Modernization program.
• Act as a subject matter expert for the NNSA Plutonium Program Office.
• Create and oversee annual pit production cost requirements in collaboration with national laboratories and other stakeholders.
• Counsel senior executive leadership on the best practices of national laboratories as well as DOE accounting and budgeting tools.
• Equip Federal Program Managers with budget and program analyses for informed decision-making and urgent what-if scenarios.
• Compile multi-year program cost and budget documentation, intricate spreadsheets, budget presentations, work authorizations, funding papers, and issue briefs.
• Generate financial inputs for implementation plans, program plans, Reports to Congress, and NNSA Defense Programs documentation.
• Evaluate, format, and deliver budget justifications to senior Federal management, Congress, and the Office of Management and Budget.
• Assist in the preparation, coordination, evaluation, review, and analysis of program execution plans.
• Monitor, track, and report on program milestones, risks, annual performance measures, action items, and deliverables.
• Provide expert insights for non-budget deliverables, including program briefings and program review meetings.
• Active DOE Q or DOD Top Secret clearance; active implies that the clearance holder is briefed and currently holds a position requiring the clearance.
• Bachelor's degree in program management, finance-related fields, accounting, or a science discipline with 12+ years of relevant program/budget analysis experience, or a Master's degree in those areas with 10+ years of relevant experience.
• Proficiency in DOE or DOD planning, programming, budgeting, and evaluation (PPBE) systems, including FormEX and CostEX.
• Capability to work autonomously as well as part of a team.
• Exceptional written and verbal communication skills.
• Proven experience in developing briefings for senior and executive management.
• Willingness to travel as business requirements necessitate.
• Preferred: Master's degree in a related field from an accredited university.
• Preferred: Experience in military, government, corporate enterprise, and/or interagency environments.
• Preferred: Background in nuclear weapon programs.
• Preferred: Familiarity with earned value management and program management/scheduling tools and techniques, including Microsoft Project and Primavera Project Planner.
