This is a fully remote position, open to applicants in United States.
β’ Act as the Schedule Architect and P6 Migration Lead for the Integrated Healthcare Transformation initiative within the Department of Veterans Affairs HEFP SEP program.
β’ Evaluate the existing Microsoft Project Web Access environment and translate legacy data elements to P6 destinations, ensuring documented rationale and Government approval.
β’ Design the enterprise P6 architecture, which encompasses EPS hierarchy, WBS standards, activity coding dictionary, calendar library, and UDF strategy.
β’ Create standardized fragnets and schedule templates for various infrastructure project archetypes.
β’ Transform milestone-focused legacy records into logic-driven activities while maintaining milestones and legacy reporting during dual operations.
β’ Establish and report on schedule health criteria, covering open ends, negative lag, constraints, out-of-sequence progress, excessive float, and missing predecessors or successors.
β’ Construct and oversee master schedules that provide traceability for program and project milestones.
β’ Manage baselines, oversee baseline changes, and ensure the preservation of schedule revision audit trails.
β’ Oversee schedule data across EHRM, recapitalization, and targeted infrastructure portfolios.
β’ Align the EHRM NRM Capital Integrated Schedule with the EHRMIO Integrated Master Schedule and collaborate with Oracle Health and VA stakeholders.
β’ Work closely with VISN and VAMC engineering personnel, site engineers, design and A/E firms, and general contractors to collect schedule events and determine dependencies.
β’ Assess critical path impacts, downstream program effects, and schedule variances across deployment sites.
β’ Identify and elevate schedule risks while supporting the SEP risk register.
β’ Coach and mentor federal program managers, lead engineers, and field staff in schedule interpretation.
β’ Develop training materials, job aids, bulletins, quick-reference guides, and SOPs; provide ongoing instruction.
β’ Create and maintain Power BI and SharePoint reporting views while monitoring user adoption.
β’ Generate weekly Capital Integrated Schedule and Risk/Event Reports, assist with variance reports, and prepare executive reporting.
β’ Bachelorβs degree (BA/BS) in Engineering, Construction Management, Project Management, Business, Information Technology, or a related field; equivalent experience may be accepted in lieu of a degree.
β’ Over 8 years of professional scheduling experience in supporting design and construction or capital infrastructure programs, with at least 3 years at a senior or lead level within a multi-project portfolio.
β’ Experience in converting a milestone-based, spreadsheet-driven, or tracking-register system into a logic-driven CPM schedule, including responsibility for data mapping and conversion decisions.
β’ Expert-level proficiency with Oracle Primavera P6 Professional and EPPM, covering EPS and WBS design, activity coding, calendar libraries, user-defined fields, global changes, baseline management, and administration of multi-project master schedules.
β’ Proficient in Microsoft Project and Project Web App to interrogate, extract, and validate legacy scheduling data.
β’ Direct experience with the Department of Veterans Affairs, including VHA, VBA, OCFM, or VISN/VAMC engineering, with an understanding of the VA capital project lifecycle, terminology, and governance.
β’ Proven experience in training, instruction, or mentoring individuals outside of the scheduling field.
β’ Proficient with Power BI and SharePoint for scheduling reporting.
β’ Strong analytical, written, verbal communication, and stakeholder management abilities.
β’ Capacity to support organizational and process changes constructively while fostering positive customer relationships.
β’ Must be legally authorized to work in the United States without employer sponsorship, now or at any time in the future.
β’ Must be able to obtain and maintain the necessary federal public trust clearance for this position.
