Senior Program Analyst – Schedule Architect

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as the Schedule Architect and P6 Migration Lead for the Integrated Healthcare Transformation initiative within the Department of Veterans Affairs HEFP SEP program.

• Evaluate the existing Microsoft Project Web Access environment and align legacy data elements with P6 destinations, ensuring documented rationale and Government approval.

• Create the enterprise P6 architecture, which encompasses the EPS hierarchy, WBS standards, activity coding dictionary, calendar library, and UDF strategy.

• Develop standardized fragnets and scheduling templates tailored for infrastructure project archetypes.

• Transform milestone-centric legacy records into logic-driven activities, while maintaining authentic milestones and legacy reporting throughout parallel operations.

• Define and report on schedule health criteria, such as open ends, negative lag, constraint utilization, out-of-sequence progress, excessive float, and absent predecessors or successors.

• Construct and oversee master schedules that ensure traceability of both program and project milestones.

• Manage schedule baselines, control changes to baselines, and maintain audit trails.

• Oversee schedule data across EHRM, recapitalization, and targeted infrastructure portfolios.

• Align the EHRM NRM Capital Integrated Schedule with the EHRMIO Integrated Master Schedule while coordinating with Oracle Health and VA stakeholders.

• Collaborate with VISN and VAMC engineering personnel, site engineers, design and A/E firms, and general contractors to collect schedule events and establish dependencies.

• Assess critical path impact, downstream program effects, and schedule variance across deployment sites.

• Identify and escalate schedule risks, contributing to the SEP risk register.

• Mentor federal program managers, lead engineers, and field staff on schedule interpretation.

• Create training aids, job aids, bulletins, quick-reference guides, and SOPs while providing ongoing instruction.

• Develop and maintain Power BI and SharePoint reporting views and track adoption rates.

• Generate weekly Capital Integrated Schedule and Risk/Event Reports, support variance reports, and create executive reporting.

⛳️ Requirements

• Bachelor’s degree (BA/BS) in Engineering, Construction Management, Project Management, Business, Information Technology, or a related field; equivalent experience may be accepted in lieu of degree.

• Previous experience with the federal government or working as a federal contractor is required.

• Over 8 years of professional scheduling experience in support of design and construction or capital infrastructure programs, including a minimum of 3 years at a senior or lead level within a multi-project portfolio.

• Proven experience in transitioning a milestone-based, spreadsheet-based, or tracking-register system into a logic-driven CPM schedule, including accountability for data mapping and conversion decisions.

• Expert proficiency in Oracle Primavera P6 Professional and EPPM, including EPS and WBS design, activity coding, calendar libraries, user-defined fields, global changes, baseline management, and multi-project master schedule administration.

• Working knowledge of Microsoft Project and Project Web App sufficient to examine, extract, and validate legacy scheduling data.

• Direct experience with the Department of Veterans Affairs, including VHA, VBA, OCFM, or VISN/VAMC engineering, along with familiarity with VA capital project lifecycle, terminology, and governance.

• Demonstrated experience in training, instructing, or mentoring non-scheduler audiences.

• Proficiency with Power BI and SharePoint for schedule reporting.

• Strong analytical, written, and verbal communication skills, along with effective stakeholder management capabilities.

• Ability to support organizational and process changes positively while maintaining strong customer relationships.

• Must be legally authorized to work in the United States without requiring employer sponsorship, now or in the future.

• Must be able to obtain and maintain the necessary federal public trust clearance for this position.

• PMI-SP, AACE PSP, or PMP certification is preferred.

• Prior experience supporting EHRM infrastructure, facility recapitalization, or targeted infrastructure programs is preferred.

• Hands-on experience with Microsoft Project-to-P6 enterprise migration is preferred.

• Experience with P6 API, XER/XML exchange, or Power BI connectivity to P6 data is preferred.

• Familiarity with VA-specific systems such as Capital Asset Database, Capital Asset Inventory, SCIP tool, and Procure is preferred.
