This is a fully remote position, open to applicants in United States.
• Assist the HIGLAS program with CMS as a member of the Application Configuration team.
• Act as a technical Subject Matter Expert (SME) for release automation and orchestration within an Oracle-centric technology environment.
• Develop and sustain automated deployment pipelines for Oracle-based applications.
• Design deployment steps driven by pipelines, addressing packaging, dependencies, and promotion requirements.
• Collaborate with teams focused on Oracle EBS, BI/reporting, identity, integration, and other applications.
• Connect disparate application teams to streamline automated release processes.
• Automate tasks related to environment cloning, synchronization, and refresh activities.
• Establish and uphold standardized, auditable deployment procedures.
• Maintain documentation related to deployments and provide training for team members.
• Offer technical assistance for emergency changes, off-hours deployments, and toolsets.
• Spearhead the automation of code migration from development to production for applications and infrastructure.
• Contribute to the DevSecOps roadmap as well as the ongoing enhancement of tools and processes.
• Mentor teams transitioning from legacy deployment practices to pipeline-oriented structures.
• Integrate security controls, scanning, and compliance checks into deployment pipelines.
• Ensure traceability, auditability, and policy enforcement within every pipeline.
• Oversee and optimize FlexDeploy.
• Manage and improve GitLab repositories, including branching strategies, merge controls, conflict detection, and remediation.
• Broaden automation coverage to minimize manual interventions and reduce cycle time.
• Govern the toolchain to ensure program and policy compliance.
• Define 3–5 execution-level KPIs for monitoring pipeline health and identifying anomalies.
• Communicate progress through clear, data-driven reporting.
• Bachelor's degree in Computer Science, Software Engineering, Information Systems, or a related field, or equivalent practical experience.
• Over 5 years of hands-on development experience with Oracle in Oracle EBS or similar large-scale Oracle application environments.
• Proficient in PL/SQL, Oracle Forms/Reports, Oracle Application Framework, and Workflow.
• Familiarity with FlexDeploy or comparable enterprise release orchestration tools.
• Experience using GitLab, including designing branching/merging strategies and configuring automation triggers.
• Knowledge of Jenkins and GitLab CI.
• Proficient in Ansible and Shell scripting.
• Experience with Oracle Cloud Integration or similar technologies.
• Understanding of packaging, dependency, and promotion requirements for BI Publisher, Connect Direct, Database Deployments, ODI, OHS, Oracle SOA Suite, OSB, BR100 documentation/deployment, and WebLogic.
• Experience in environment cloning, configuration management, and release governance at scale across multi-layer Oracle application stacks.
• Ability to leverage Oracle development experience to automate build/deploy processes for applications and layers beyond one's direct coding expertise.
• Excellent written and verbal communication capabilities.
• Strong problem-solving and troubleshooting skills.
• Willingness to participate in after-hours and weekend support as part of an on-call rotation.
• Must pass the CMS background check.
• Must have resided in the US for at least 3 of the last 5 years to qualify for a Public Trust.
• Preferred: Experience with AI-driven automation toolchains or release workflows.
• Preferred: Familiarity with OID, OAM, OIM, IBM ACE, IBM CMOD, IBM ITX, Incorta, OBIEE/OAS, Hyperion, Tableau, or Oracle Letters.
• Preferred: Background in regulated or highly controlled environments.
• Preferred: Knowledge of compliance frameworks and audit support processes.
• Preferred: Understanding of continuous testing principles and familiarity with UFT/QPT or similar products.
• Preferred: Experience with Agile and ITIL practices, including ServiceNow.
• Preferred: ITIL Foundation certification v3 or above.
