This is a fully remote position, open to applicants in United States.
β’ Design, develop, and implement Okta workflows and APIs to automate access requests, approvals, provisioning, and deprovisioning for both internal and external users.
β’ Integrate Okta with ServiceNow to facilitate smooth access lifecycle management and approval routing.
β’ Refactor ServiceNow catalog items to utilize Okta APIs and workflows effectively.
β’ Assist in the transition from FEIMS to Okta as the primary source for FEMA identity attributes.
β’ Design and establish attribute management processes, including bulk import templates and standardization of attribute values.
β’ Consolidate identities and eliminate free-text errors through predefined attribute values.
β’ Extend the implementation of Multi-Factor Authentication (MFA) across all FEMA applications.
β’ Implement role-based access control (RBAC) solutions that adhere to Zero Trust principles.
β’ Support automated attestation campaigns and privileged account reviews to address Notices of Findings and Recommendations (NFRs).
β’ Develop and maintain thorough technical documentation, including integration guides, bulk import templates, and attribute management procedures.
β’ Create standard operating procedures (SOPs) for Okta administration and workflows.
β’ Provide knowledge transfer and training to FEMA staff to ensure the sustainability of IAM operations.
β’ Participate in project planning sessions, status meetings, and milestone reviews.
β’ Deliver regular progress reports and technical recommendations to client stakeholders.
β’ Serve as a subject matter expert for FEMA on Okta processes, workflows, configurations, and implementation best practices.
β’ Collaborate with colleagues to resolve technical issues and enhance the quality of IAM solutions.
β’ Bachelor's degree in Computer Science, Information Technology, Cybersecurity, or a related field, along with 15 years of experience.
β’ Experience in Identity and Access Management (IAM).
β’ Hands-on experience with the implementation and administration of the Okta platform.
β’ Okta Certified Professional or Okta Certified Administrator (mandatory).
β’ Proven experience in designing and implementing Okta workflows and API integrations.
β’ Strong technical expertise in Okta Universal Directory, Lifecycle Management, Single Sign-On (SSO), Multi-Factor Authentication (MFA), and API Access Management.
β’ Experience in integrating Okta with ServiceNow or similar IT Service Management (ITSM) platforms.
β’ Proficient in RESTful APIs, JSON, and OAuth/OIDC protocols.
β’ Experience with enterprise identity consolidation and migration projects.
β’ Strong understanding of SAML, OAuth 2.0, OIDC, SCIM, and LDAP protocols.
β’ Proficiency in JavaScript, Python, PowerShell, or similar scripting languages.
β’ Knowledge of NIST frameworks, Zero Trust Architecture, RBAC, and federal compliance requirements (FISMA, FedRAMP).
β’ Excellent communication and collaboration skills to work effectively with clients and cross-functional teams.
β’ Demonstrated experience in federal government or highly regulated environments.
β’ Ability to quickly learn new technologies and adapt to evolving requirements.
