Senior Manager, Spectrum Licensing

This is a fully remote position, open to applicants in California, +9 more states.

📋 Description

• Oversee LeoLabs' global RF permitting function and strategic operations for both new and existing radar sites.

• Manage spectrum licensing, equipment certification, type approval, and associated RF regulatory approvals worldwide.

• Collaborate with the Legal team on the interpretation of legal and regulatory matters, assessing risks, license conditions, and regulatory stances.

• Research and document regulatory requirements and approval processes for deployments in new countries and regions.

• Create jurisdiction-specific RF licensing strategies, identifying permitting, implementation, and critical-path risks.

• Engage with spectrum regulators and government agencies to validate approval processes and clarify necessary requirements.

• Support spectrum license applications from feasibility analysis to approval, including technical annexes, supporting studies, regulator responses, license conditions, modifications, and renewals.

• Maintain current radar-site RF licenses, including renewals, modifications, and compliance monitoring.

• Collaborate with RF and Hardware Engineering teams to provide technical evidence required by regulatory bodies.

• Coordinate equipment certification and type approval processes with laboratories, certification entities, and local representatives.

• Incorporate RF regulatory factors into radar site selection and manage interference analyses.

• Project manage regulatory approvals across various countries and deployments, overseeing schedules, budgets, risks, dependencies, consultants, and decision points for executives.

• Select, brief, and oversee local RF regulatory consultants and technical advisors.

• Develop a global network of spectrum regulators, advisors, testing laboratories, certification experts, and local contacts.

• Establish scalable permitting processes, including templates, checklists, country playbooks, license trackers, renewal controls, and a centralized knowledge repository.

• Prepare updates and recommendations for leadership regarding feasibility, approval likelihood, timelines, risks, and mitigation strategies.

• Report directly to the Senior Director of Global Infrastructure.

⛳️ Requirements

• Must be located on the U.S. West Coast (Pacific or Mountain time zones).

• 10+ years of experience in spectrum management, RF regulatory operations, RF compliance, telecommunications licensing, or a closely related technical or regulatory area.

• Proven experience in securing spectrum licenses or equivalent RF operating approvals, with direct engagement with government spectrum regulators.

• Strong foundational knowledge of RF principles, including frequency allocations, bandwidth, emissions, antenna characteristics, propagation, interference, and spectrum compatibility.

• Demonstrated capability to navigate complex, ambiguous, or novel regulatory landscapes where the approval process is not fully defined from the start.

• Strong project or program management skills, including managing schedules, risks, dependencies, consultants, budgets, and stakeholders across multiple concurrent projects.

• Ability to comprehend and implement regulatory requirements, translating them into clear technical inputs, application needs, consultant scopes, and internal actions, while identifying issues requiring escalation to Legal or other subject-matter experts.

• Excellent written and verbal communication abilities, including the skill to transform incomplete or highly technical information into clear recommendations for senior leadership and external stakeholders.

• Strong judgment and stakeholder management skills, with the credibility to effectively collaborate with regulators, engineers, government officials, consultants, and executives.

• Rigorous recordkeeping discipline and high standards for documentation quality, version control, decision logs, license records, and organized project files.

• Willingness and capability to travel domestically and internationally, and to conduct fieldwork at prospective radar sites.

• Must be based in the United States and eligible to obtain and maintain a U.S. security clearance.

• ITAR eligibility: must be eligible to secure the necessary authorizations from the U.S. Department of State.

• Preferred: Experience with radar, radiolocation, satellite, aerospace, defense, telecommunications, or other high-power RF systems.

• Preferred: Experience in securing spectrum approvals across multiple countries or regions.

• Preferred: Experience with equipment certification, RF/EMC compliance testing, international type approval, or laboratory certification programs.

• Preferred: Experience in conducting RF spectrum surveys utilizing spectrum analyzers, antennas, and related testing equipment, as well as interpreting the resulting data.

• Preferred: Experience in performing or reviewing RF interference, compatibility, propagation, or coexistence analysis.

• Preferred: Existing international network of spectrum regulators, regulatory consultants, testing laboratories, or certification specialists.

• Preferred: Degree in electrical or RF engineering, telecommunications, physics, or another relevant technical discipline; equivalent practical experience is also valued.

• Preferred: PMP, PgMP, or equivalent project/program management experience.
