This is a fully remote position, open to applicants in United States.
• Design, develop, test, deploy, and maintain enterprise software applications utilizing Agile and SAFe development methodologies.
• Engage in Scrum ceremonies, which include sprint planning, backlog refinement, daily stand-ups, sprint reviews, and retrospectives.
• Create and sustain web applications, APIs, and system integrations employing Microsoft .NET technologies.
• Design, develop, and support RESTful and SOAP web services to facilitate secure data exchange and application interoperability.
• Build responsive user interfaces that adhere to accessibility and usability standards.
• Design, develop, and optimize Microsoft SQL Server databases, queries, stored procedures, and data models.
• Implement and manage CI/CD pipelines, automated testing, source code management, and DevSecOps practices.
• Conduct secure coding, code reviews, static and dynamic code analysis, and vulnerability remediation.
• Diagnose application defects, production issues, and performance bottlenecks, and take corrective actions for long-term improvements.
• Assist in application modernization by enhancing architecture, automation, scalability, maintainability, and performance.
• Create and maintain technical documentation, system design artifacts, configuration documentation, and development standards.
• Collaborate with Product Owners, developers, testers, business stakeholders, and technical teams to deliver secure, reliable, and high-quality software solutions for Federal Government mission requirements.
• Support the Department of Veterans Affairs Benefits and Memorial PMO Team in developing, modernizing, and sustaining enterprise applications that provide critical services to Veterans.
• Bachelor's degree in Information Technology, Computer Science, Information Systems, Engineering, or a related field; an equivalent combination of education and relevant experience may be considered.
• At least five (5) years of progressively responsible experience in administering and supporting enterprise Windows server infrastructure, systems administration, and IT operations.
• Experience in developing, enhancing, and supporting enterprise web applications using Microsoft .NET technologies throughout the software development lifecycle.
• Proficiency in C#, ASP.NET, ASP.NET Core, MVC, Blazor, Entity Framework, or similar frameworks.
• Familiarity with Agile and/or SAFe development environments and participation in Scrum ceremonies, backlog refinement, sprint planning, and iterative software delivery.
• Experience in designing and supporting RESTful APIs, SOAP web services, Microsoft SQL Server databases, stored procedures, and data integration using JSON and XML.
• Knowledge of source code management, Git-based version control, CI/CD pipelines, automated testing, secure coding practices, code analysis, and release management using modern DevSecOps tools and processes.
• Skills in diagnosing and resolving application defects, performance issues, and production incidents while implementing automated testing, code reviews, and continuous improvement practices.
• Ability to collaborate effectively with Product Owners, developers, testers, business stakeholders, and cross-functional technical teams.
• Capability to prepare technical documentation and support application modernization initiatives.
• Experience as a federal contractor or employee.
• Ability to self-organize, manage workload, complete tasks punctually, proactively seek assignments, and propose improvements to client delivery.
• Strong analytical skills and attention to detail.
• Experience with the Microsoft Development Stack: C#, .NET/.NET Core, ASP.NET, ASP.NET Core, Blazor, Entity Framework.
• Proficient in Microsoft SQL Server, SQL Server Management Studio (SSMS), and Transact-SQL (T-SQL).
• Familiarity with Visual Studio, Visual Studio Code, Git, GitHub, GitHub Desktop, and Jira.
• Experience with CI/CD pipelines, MSTest, NUnit, xUnit, Micro Focus Fortify, and CodeQL.
• Knowledge of HTML, CSS, JavaScript, RESTful APIs, SOAP Web Services, JSON, XML, and PowerShell.
• Proficiency with MS Office tools: Word, Excel, PowerPoint, Outlook, and Teams.
• Ability to communicate effectively in English, both verbally and audibly.
• Capacity to work productively in a fully remote environment, including taking meetings and phone calls from a quiet and private space during business hours.
• Willingness to participate in virtual meetings throughout most of the workday and respond to MS Teams messages and MS Outlook emails in a timely manner.
• Availability to work during Eastern time zone standard business hours (8:00 am to 4:00 pm EST).
• Ability to meet security clearance and onboarding requirements.
• Willingness to travel at personal expense to the nearest government facility for fingerprinting, PIV badge application and pickup, and government equipment pickup.
