Senior Infrastructure Planner

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Offer expertise in infrastructure planning and formulate strategies and recommendations for the preservation, recapitalization, and modernization of infrastructure within the Nuclear Security Enterprise.

• Evaluate and analyze NNSA Site infrastructure plans, master plans, investment strategies, and associated planning documents.

• Combine mission requirements, infrastructure conditions and capacities, risks, schedules, and resources for infrastructure planning in the near, mid, and long term.

• Assist with enterprise infrastructure initiatives, encompassing office space, utilities, and other shared infrastructure needs.

• Assess and prioritize infrastructure investments, considering sequencing, dependencies, implementation strategies, and mission-related effects.

• Examine evolving mission requirements, funding assumptions, timelines, and Site conditions, providing recommendations on cost, schedule, risk, and mission implications.

• Deliver technical, analytical, and programmatic counsel to NA-911 leadership and program managers.

• Conduct independent research and analysis on intricate infrastructure challenges.

• Collaborate across NA-90 organizations, NNSA programs, and Sites to align infrastructure planning with mission goals and enterprise objectives.

• Facilitate program and portfolio management activities, including planning, prioritization, schedule integration, performance, and resource and financial assessments.

• Create senior-level presentations, decision-making materials, analyses, and recommendations.

• Synthesize contributions from various organizations and technical fields into clear deliverables that support leadership decisions.

• Proactively lead planning and analytical projects.

• Mentor less-experienced team members by sharing knowledge and best practices in infrastructure planning.

⛳️ Requirements

• A bachelor's degree in engineering, architecture, construction management, facilities management, planning, business, public administration, or a related discipline; significant relevant professional experience may substitute for a degree in a closely related area.

• Eight or more years of progressively responsible experience in infrastructure, facilities, construction, capital planning, or related program management.

• Proven experience in developing, reviewing, or executing infrastructure or capital investment plans.

• Comprehensive understanding of infrastructure planning, including mission requirements, facility conditions and capacities, utilities, construction, recapitalization, risks, schedules, and investment priorities.

• Proficient in analyzing complex infrastructure issues and translating technical and programmatic information into actionable recommendations for senior decision-makers.

• Strong skills in program management and coordination, encompassing planning, prioritization, scheduling, budgeting, risk management, and performance evaluation.

• Capability to work autonomously, exercise sound professional judgment, and deliver high-quality outcomes with minimal supervision.

• Excellent written and oral communication skills, including the ability to prepare executive-level briefings, analyses, and recommendations.

• Eligibility to obtain and maintain a U.S. Department of Energy (DOE) Q clearance.
