This is a fully remote position, open to applicants in United States.
• Act as a senior feature lead and full-stack software engineer.
• Design, develop, and deploy innovative web capabilities and RESTful APIs.
• Oversee feature development for dynamic hydrographs, NOAA Atlas 15 precipitation frequency displays, watershed delineation tools, and Flood Inundation Mapping visualization tools.
• Create scalable microservices within the NWS Enterprise Cloud AWS environment utilizing AWS Fargate, Amazon Aurora PostgreSQL, and S3.
• Architect, implement, and enhance high-throughput RESTful APIs and OGC-compliant spatial data services.
• Develop mobile-responsive and accessible NWPS web user interfaces.
• Connect backend data services with the Government-managed HydroVIS platform operating on Esri ArcGIS Enterprise in a Linux environment.
• Establish automated unit, integration, and end-to-end testing frameworks.
• Ensure test coverage and static linting benchmarks are met prior to CI/CD promotion.
• Perform peer code evaluations for internal developers and external community contributors.
• Guide mid-level staff in their professional development.
• Prepare technical release documentation for NOAA Change Control Board approvals.
• Collaborate on workflows for community-driven code contributions.
• Bachelor’s Degree in Computer Science, Software Engineering, Information Systems, or a related computational discipline.
• At least 5 years of progressive experience in full-stack web application development and API engineering.
• Demonstrated expertise in designing, building, and launching public-facing RESTful APIs, cloud microservices, and interactive geospatial web applications.
• Proven experience working within Agile/Scrum delivery frameworks.
• Familiarity with managing merge/pull requests in VLab GitLab or GitHub.
• Experience in integrating automated CI/CD testing gates.
• Proficient in Python, including frameworks such as FastAPI, Flask, Django, and adhering to PEP 8 standards.
• Skilled in Go, Node.js, and/or C/C++.
• Expertise in JavaScript/TypeScript.
• Experience with React, Vue, or modern ES6+ vanilla JavaScript.
• Proficient in HTML5/CSS3.
• Knowledgeable about WCAG 2.1 AA and Section 508 accessibility standards.
• Extensive experience with RESTful API design and OpenAPI specifications.
• Familiarity with OGC web standards, GeoJSON, Cloud-Optimized GeoTIFFs (COGs), Zarr, and NetCDF formats.
• Direct experience with AWS Fargate/ECS, Amazon Aurora PostgreSQL/PostGIS, Amazon S3, AWS Lambda, and API Gateway.
• Proficient with Docker and Terraform for Infrastructure as Code.
• Skilled in Pytest, Jest, and static analysis/security tools such as Ruff, Flake8, Black, and Dependabot.
