Senior FOIA Analyst

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Conduct independent reviews, analyses, and processing of intricate, sensitive, backlogged, appeal, and litigation-related FOIA cases.

• Identify relevant records and perform thorough disclosure analyses utilizing independent judgment.

• Implement appropriate FOIA and Privacy Act exemptions and document the legal rationale for withholding information.

• Analyze substantial volumes of electronic records employing case-management, eDiscovery, and document-review tools.

• Redact and sanitize records, apply Bates numbering as necessary, and prepare final production packages.

• Create Vaughn indices, litigation documentation, appeal files, declarations, and supporting analyses.

• Draft communications, disclosure recommendations, decision documents, and responses using approved templates.

• Collaborate with program offices, regional locations, records custodians, requesters, and legal stakeholders.

• Develop search terms and execute sanctioned searches within designated eDiscovery systems.

• Conduct quality-control reviews and mentor or provide technical guidance to junior analysts.

• Propose process enhancements and contribute to reports, white papers, presentations, and lessons-learned analyses.

• Ensure complete and accurate documentation in the FOIA case-management system.

• Undertake additional responsibilities as assigned.

• Act as the primary management contact for a federal FOIA support program.

• Supervise operations and guarantee effective integration of project management, quality assurance, performance, staffing, financial oversight, and risk management activities across the program.


⛳️ Requirements

• Bachelor’s degree from an accredited institution.

• A minimum of 10 years of pertinent FOIA experience.

• Proven expertise in reviewing and managing federal FOIA cases.

• In-depth knowledge of FOIA exemptions, the Privacy Act, disclosure analysis, appeals, and litigation support.

• Experience with eDiscovery, electronic case-management, and redaction tools; familiarity with Relativity is highly desirable.

• Capability to independently evaluate complex or sensitive records and generate accurate, defensible recommendations.

• Outstanding analytical, writing, quality-control, and organizational skills.

• Ability to obtain and maintain the requisite security clearance.
