Senior Exercise Planner – Regional Exercise Lead

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the design, development, execution, and assessment of exercises within the designated region.

• Engage in preliminary discussions with leadership, CISA, and exercise stakeholders to establish the scope, team needs, resources, and timelines.

• Assist the PM and DPM/IM in identifying and assigning personnel and resources to support exercise teams.

• Determine roles for exercise support teams and recruit personnel for the entire exercise lifecycle.

• Facilitate planning meetings, including C&O, IPM, MPM, MSEL Meeting, and FPM, along with creating agendas, presentations, notes, and necessary documentation.

• Lead the creation of essential exercise documents and artifacts such as CONOPS, EXPLAN, SITMAN, MSEL, COSIN, evaluation forms, invitations, and sign-in sheets.

• Manage several simultaneous exercises across the designated region.

• Collaborate with other Regional Exercise Leads and PM/DPM to ensure proper resource distribution and schedule alignment.

• Maintain consistent communication and meetings with regional exercise stakeholders.

• Provide regular updates to management in accordance with the communication plan.

• Establish regular meeting schedules and coordination practices with regional exercise teams.

• Act as a subject matter expert and Exercise Facilitator when needed.

• Assist in the development of CISA Tabletop Exercise Packages and the upkeep of the CTEP scenario library.

• Contribute expert knowledge to internal training initiatives aimed at enhancing facilitation and planning skills across NCEP staff.

⛳️ Requirements

• Capability to obtain CISA EOD.

• Minimum of 10 years of experience in HSEEP exercise design, development, execution, and evaluation.

• At least 8 years of experience in exercise management or leadership, involving the coordination of multiple exercises, teams, schedules, and concurrent operations.

• FEMA HSEEP certification is mandatory or the ability to secure it within 30 days of contract commencement.

• Proven track record in planning and executing exercises or similar events that necessitate structured documentation, coordination, and post-event reporting.

• Excellent writing abilities to produce refined exercise materials and documents, such as EXPLANs, SITMANs, MSELs, controller/observer instructions, and post-exercise reports, including AAR drafting support.

• Established capability to lead high-level meetings, facilitate exercises, and deliver presentations to clients.

• Demonstrated proficiency in time management, meeting deadlines and milestones, and ensuring team members adhere to requirements.

• Ability to meet CISA suitability and applicable clearance requirements for the assigned role: TS/SCI for designated personnel; otherwise, a Public Trust fitness type.

• Preferred: TS/SCI security clearance.

• Preferred: FEMA Master Exercise Practitioner (MEP).

• Preferred: Experience in supporting cybersecurity-focused scenarios and engaging stakeholders across government and private sector partners.

• Preferred: Experience in contributing to the maintenance of strategic plans and innovation projects in response to leadership requests.

• Preferred: Cybersecurity certifications such as CISSP, CEH, or GIAC.
