Senior Exercise Planner

This is a fully remote position, open to applicants in United States.

📋 Description

• Collaborate with the Regional Exercise Lead to identify exercise components to oversee.

• Direct activities, documentation, communication, and coordination for the designated exercise components.

• Work with exercise support teams, the Regional Exercise Lead, and stakeholders to ensure adherence to timelines, resource allocation, and staffing requirements.

• Engage in initial meetings to set exercise schedules and familiarize stakeholders.

• Lead or assist in planning sessions, including C&O, IPM, MPM, MSEL Meeting, and FPM.

• Create agendas, presentations, notes, core exercise documentation, and materials such as CONOPS, EXPLAN, SITMAN, MSEL, COSIN, evaluation forms, and invitations/sign-in sheets.

• Aid in the comprehensive execution of exercises, evaluations, and post-exercise reporting, including After Action Reviews (AARs).

• Provide regular updates in line with the communications plan.

• Attend and actively participate in every exercise within the assigned region.

• Serve as an Exercise Facilitator when required.

• Assist in the development and upkeep of CISA Tabletop Exercise Packages and the CTEP scenario library.

• Offer subject matter expertise for internal training initiatives for NCEP staff.

⛳️ Requirements

• Capability to obtain CISA EOD.

• Over 10 years of experience in HSEEP exercise design, development, execution, and evaluation.

• FEMA HSEEP certification is mandatory or the ability to obtain HSEEP certification within 30 days of contract commencement.

• Proven experience in planning and executing exercises or similar events that necessitate structured documentation, coordination, and post-event reporting.

• Excellent writing skills for creating exercise materials, documents, and post-exercise reports.

• Proficiency in leading high-level meetings, facilitating exercises, and delivering customer-facing presentations.

• Strong time management capabilities to meet deadlines and milestones while ensuring accountability among team members.

• Ability to fulfill CISA suitability and relevant clearance prerequisites (TS/SCI or Public Trust fitness type).

• Preferred: TS/SCI security clearance.

• Preferred: FEMA Master Exercise Practitioner (MEP) certification.

• Preferred: Experience in supporting cybersecurity-related scenarios and engaging stakeholders across government and private sector entities.

• Preferred: Involvement in strategic plan maintenance and innovation projects.

• Preferred: Cybersecurity certifications such as CISSP, CEH, or GIAC.
