Senior Estimator, Cost Manager – EV Construction

This is a fully remote position, open to applicants in California.

📋 Description

• Serve as the primary daily commercial point of contact with the client throughout the design and construction phases.

• Deliver cost planning, estimating, forecasting, and present cost plans effectively.

• Develop and uphold processes for cost control, change management, and commercial governance.

• Estimate, review, negotiate, and oversee construction change orders.

• Assess contractor and subcontractor pricing for accuracy, entitlement, and value.

• Manage contingency, track commitments, forecast cost-to-complete, and analyze cost variances.

• Conduct post-contract quantity surveying, cost control, valuations, payment certifications, cost checks, and commercial audits.

• Review contractor submissions and provide detailed written feedback, including executive summaries.

• Oversee the cost and commercial elements of contracts.

• Negotiate, finalize, and close out final accounts.

• Gather built-cost data and maintain benchmarking records.

• Collaborate with owners, project managers, design teams, and contractors on cost development and design advancement.

• Evaluate and convey cost, risk, and scheduling impacts to shape engineering and design priorities.

• Coordinate cost data from general contractors, subcontractors, suppliers, direct procurement, and architects/engineers.

• Engage in value engineering and design optioneering to enhance cost efficiency.

• Prepare funding data, executive cost presentations, and materials for stakeholder reporting.

• Assist in the commercial management of electrical distribution, utility upgrades, MEP-heavy buildings, site works, civil packages, phased construction, EV charging, and fleet-support infrastructure.

• Manage cost and change implications related to phased delivery, fast-track construction, and evolving operational needs.

• Generate monthly cost reports, forecasts, and commercial dashboards.

• Oversee commission financial performance, margins, and resource forecasting using internal systems.

• Implement Turner & Townsend business management systems and delivery methodologies.

• Mentor and coach junior staff members.

• Comply with SOX controls where applicable.

⛳️ Requirements

• Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related field in construction.

• 5–7+ years of pertinent experience in construction cost management or quantity surveying.

• Proven experience in delivering cost management services for medium to large, complex construction projects.

• Ideally experienced in mission-critical, industrial, infrastructure, or campus-scale environments.

• Strongly preferred background in construction consultancy or client-side cost management.

• In-depth knowledge of construction contracts, procurement processes, valuations, change control, and final account procedures.

• Experience in supporting MEP-intensive projects, infrastructure packages, and utility-driven construction scopes.

• RICS accreditation or progress toward chartership is preferred.

• Exceptional written and verbal communication skills.

• Confidence in engaging with senior stakeholders.

• Ability to work both independently and collaboratively within integrated project teams.

• Being located near the SF Bay Area and the capacity to engage locally with project teams and stakeholders is considered a significant advantage.
