Senior Economist

This is a fully remote position, open to applicants in Canada.

📋 Description

• Provide guidance and leadership for pCPA decision-making related to brand negotiations and evaluations of generic drugs.

• Oversee projects that support evidence-based negotiations and engage in stakeholder committees.

• Formulate negotiation strategies, establish mandates, and reassess offers and counteroffers.

• Perform thorough financial, utilization, and environmental-scan analyses.

• Integrate and report research findings to bolster negotiation decisions.

• Recognize regulatory, contractual, and potential legal matters impacting negotiations.

• Re-evaluate cost-utility, cost-minimization, cost-effectiveness, and budget-impact analyses.

• Assess confidential manufacturer price proposals and measure financial implications across jurisdictions and Canada.

• Review outcome-based offers, valuation, administrative complexity, and implications for the pan-Canadian health system.

• Direct quantitative research concerning pharmaceutical savings, drug life cycles, rebates, and impacts on reimbursement policies.

• Lead or co-lead negotiations with pharmaceutical manufacturers on behalf of the pCPA.

• Enhance negotiation processes and assist in establishing provincial and territorial negotiation standards.

• Spearhead project scoping, implementation, problem-solving, and preparation of deliverables.

• Lead the development of training materials and resources.

• Collect, organize, and interpret data for Analytics staff, pCPA staff, and jurisdictional contacts.

• Create and assess reports and analyses regarding the pharmaceutical ecosystem.

• Draft policy papers, presentations, memos, correspondence, briefing notes, and reports for management and executives.

• Collaborate and interact with public drug programs, jurisdictions, and medical, legal, and financial experts.

• Assist Analysts with both internal and public metrics, along with performance and risk indicators.

• Develop, revise, and evaluate negotiation policies, programs, and initiatives.

• Foster relationships with federal, provincial, territorial, and external partners.

• Represent the pCPA in working groups and committees and maintain communication with external partners.

• Aid in the creation of business plans.

• Stay updated on industry trends.

• Offer technical leadership and mentorship to Economists and Analysts.

⛳️ Requirements

• A Bachelor’s degree in health economics, finance, business administration, a clinical or scientific discipline, or a related field.

• Between 3 to 5 years of professional experience in health economic evaluation and budget impact analysis.

• Minimum of 3 years of experience conducting extensive quantitative analyses.

• At least 3 years of experience utilizing data for analytical, research, or policy-oriented tasks.

• Experience in preparing reports, briefing notes, or presentations.

• Background in pharmaceutical sciences, health services research, government, or regulatory environments.

• Outstanding written and verbal communication skills in English.

• Proven ability to deliver presentations to both technical and general audiences.

• Comprehensive understanding of the Canadian pharmaceutical industry and governmental processes.

• Strong problem-solving skills and independent decision-making capabilities.

• Ability to lead and reach consensus without formal authority.

• Strong business and digital literacy.

• Legal eligibility to work in Canada.

• Willingness to travel frequently across various provinces and territories, including occasional multi-day overnight trips.

• Experience in mentoring or coaching employees is advantageous.

• Experience in managing working groups and project teams is a plus.

• Background in supporting negotiation strategies through economic and financial expertise is beneficial.

• Proficiency in French, both written and verbal, is an asset.
