This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Direct, develop, and implement Otsuka’s enterprise public policy agenda.
• Lead a public policy team comprising two members along with policy advisors and consultants.
• Collaborate with departments such as Corporate Affairs, Market Access, Pricing & Contracting, Commercial, Regulatory, R&D, and others.
• Shape and advance the U.S. public policy agenda in accordance with Otsuka’s strategic objectives.
• Present strategic initiatives and policy updates to senior leadership, including the CEO.
• Develop and implement comprehensive policy strategies in conjunction with Federal/State Government Affairs and Alliance Development.
• Evaluate legislative and regulatory changes and their potential effects on Otsuka’s business operations.
• Co-lead the internal Inflation Reduction Act Task Force and prepare the organization for its implementation impacts.
• Advise Commercial and R&D teams on compliance with federal and state laws and programs.
• Prioritize U.S. policy initiatives across the Corporate Affairs, Regulatory, R&D, and Commercial divisions.
• Spearhead the development of U.S. policy positions.
• Represent Otsuka’s interests within key U.S. trade organizations, particularly PhRMA.
• Maintain connections with national policy organizations and thought leaders in healthcare policy.
• Manage budgets for vendors and consulting services.
• Contribute to the strategic direction of Otsuka’s public policy initiatives.
• Establish objectives for direct reports and create annual performance objectives and KPIs.
• Delegate responsibilities effectively, promote communication, and offer coaching, mentoring, and developmental opportunities.
• A Master’s degree in health policy, Public Health, Public Affairs, or a related discipline is preferred.
• A minimum of 10 years of experience in health policy, public programs (Medicare, Medicaid), or government sectors, with an emphasis on payer/commercial expertise.
• At least 5 years of experience managing high-performing teams.
• Proven ability to develop talent within the organization.
• Extensive knowledge of laws, regulations, and compliance guidelines related to healthcare policies.
• Demonstrated ability to assess and communicate the business implications of policies, shape commercial strategies, and establish policy objectives.
• In-depth understanding of the U.S. biopharmaceutical market.
• Strong familiarity with government programs, including Medicare and Medicaid.
• Understanding of healthcare reform, pricing, reimbursement, and regulatory issues.
• A successful track record of collaborating across various departments.
• Willingness to travel as required.
