Senior Cost Manager / Quantity Surveyor – Data Center Construction

This is a fully remote position, open to applicants in Texas.

📋 Description

• Estimate and negotiate change orders throughout the construction lifecycle across various project phases and work packages.

• Provide estimating and cost planning, which includes creating and presenting final cost plans.

• Review and engage in the development of cost estimates alongside the design services team and general contractor.

• Reconcile changes and ensure the accuracy of data provided by the general contractor.

• Communicate with the general contractor, project manager, and stakeholders to collect status updates and prepare cost estimate revisions.

• Draft written comments and executive summaries regarding contractor submissions.

• Coordinate cost data from suppliers, subcontractors, quantities, and design teams.

• Drive engineering priorities based on their cost implications.

• Proactively resolve scheduling conflicts with minimal oversight.

• Oversee cost checks, valuations, cost impact assessments, contingency management, and commitment tracking.

• Prepare funding data presentations and facilitate value engineering sessions.

• Develop and refresh cost plans and estimates throughout design milestones.

• Offer commercial insights for design optioneering and value engineering.

• Review pricing from contractors and subcontractors while leading negotiations on the client side.

• Conduct quantity surveying, cost controls, and change management throughout the project's lifecycle.

• Manage post-contract cost variances, change control, cost auditing, and valuation procedures.

• Generate monthly cost reports for client presentations.

• Negotiate and finalize accounts.

• Compile built cost estimate records for benchmarking purposes.

• Identify, coach, and mentor emerging talent.

• Monitor commission margins, fees, resource forecasts, and financial reports utilizing internal software.

• Implement internal Business Management Systems, delivery methodologies, and tools.

• Adhere to relevant SOX control responsibilities.

• Provide leadership and direction while promoting Turner & Townsend’s purpose, values, and vision.

⛳️ Requirements

• Bachelor's degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related construction field.

• A minimum of 5–7 years of pertinent cost management experience within the construction sector.

• RICS accreditation or active pursuit of accreditation is preferred.

• Experience in leading cost management for medium to large, moderately to highly complex construction projects.

• Construction consultancy experience is strongly preferred.

• Solid understanding of procurement routes, value management, and value engineering.

• Experience supporting large-scale commercial, industrial, mission-critical, or campus-style construction programs is preferred.

• Excellent communication and stakeholder management abilities.

• Capability to operate in a client-facing environment.

• Ability to work autonomously as well as collaboratively within a team.

• Familiarity with technical matters in the construction industry.
