
Senior Cost Manager – Quantity Surveyor, Data Center Construction

This is a fully remote position, open to applicants in Maryland.
• Create and uphold comprehensive cost plans and estimates throughout the design and delivery stages
• Generate and deliver monthly cost reports, executive summaries, and funding data
• Gather cost information from design teams, general contractors, subcontractors, and vendors for validation and auditing purposes
• Assemble built cost records for benchmarking and ongoing improvement
• Lead the development of procurement strategies, conduct pricing reviews, validate scopes, and manage commercial negotiations
• Oversee final accounts and ensure timely agreements
• Manage change control processes, including the review, estimation, negotiation, and reconciliation of change orders
• Handle post-contract cost variances
• Assist with cost risk analysis, scenario planning, contingency management, and commitment tracking
• Maintain cost control systems, including Earned Value Management when applicable
• Integrate cost with schedule and scope in collaboration with project controls and scheduling teams
• Influence engineering priorities based on cost implications and lead value engineering and cost optimization efforts
• Keep an eye on market trends and deliver timely insights
• Serve as the main client contact
• Prepare updates for executives, provide feedback on general contractor submissions, and revise cost estimates
• Ensure compliance with internal business management systems and delivery methodologies
• Mentor and guide junior team members
• Monitor margins and conduct monthly fee/resource forecasting
• Comply with SOX controls where applicable
• Bachelor's degree in Construction Management, Quantity Surveying, Engineering, or a related discipline
• 5–7+ years of experience in cost management for mission-critical data center projects
• Extensive knowledge in cost planning, forecasting, change management, procurement, and project controls
• Willingness to work anywhere on the East Coast and travel to the Frederick, Maryland project site as necessary
• Experience in construction consultancy is highly desirable
• Familiarity with MEP systems, resilience considerations, and campus-scale hyperscale infrastructure
• Solid background in budgeting, financial reporting, cost control systems, and Earned Value Management
• Proficient in procurement strategies and the commercial management of contractor/vendor contracts
• RICS accreditation or progress towards certification is a plus
• Outstanding communication, negotiation, and stakeholder management abilities
• Strong analytical and problem-solving skills with meticulous attention to detail
• Proficient in industry-standard cost management tools and software
• Capability to work effectively remotely while engaging with onsite project teams and stakeholders
• Availability for approximately 3–4 onsite days per month as a minimum
