This is a fully remote position, open to applicants in Pennsylvania.
• Design and execute innovative recruitment strategies to proactively attract highly qualified candidates.
• Conduct recruitment processes, including interviewing, evaluating, and recommending suitable candidates for both individual contributor and leadership positions.
• Perform screening interviews and present qualified applicants to management.
• Collaborate with business partners to comprehend talent requirements and propose effective solutions.
• Engage in community and college/university events to promote internship and full-time career opportunities.
• Partner with external recruiting agencies for specialized and challenging-to-fill roles.
• Facilitate discussions between hiring managers and agency partners to align on hiring needs.
• Negotiate contingent labor billing rates and manage vendor relationships effectively.
• Oversee the onboarding process for contingent workforce, including coordination, documentation, compliance requirements, and system transactions.
• Support Capital's IT&D division by developing and implementing sourcing and recruitment strategies specifically for technical talent.
• Keep abreast of emerging technologies, technical skill sets, and labor market trends.
• Evaluate technical backgrounds and candidate qualifications against organizational needs.
• Apply due diligence practices to identify inconsistencies, misrepresentations, or issues concerning candidate credentials, experience, or identity.
• Act as a trusted advisor to hiring leaders, providing market insights, talent intelligence, and guidance on recruitment strategies.
• Offer recruitment support for other areas of Capital as needed.
• At least 5+ years of experience in a recruiting, staffing, or talent acquisition role.
• Prior experience in technical recruitment is strongly preferred.
• Excellent verbal and written communication skills.
• Proven negotiation, interpersonal, and networking abilities.
• Familiarity with iCIMS and Workday is highly preferred.
• Capacity to manage multiple projects and priorities in a fast-paced environment.
• Understanding of applicant screening, assessment, and interviewing practices and techniques.
• Knowledge of State and Federal Regulations pertaining to recruitment, staffing, and selection, including Title VII and ADA compliance.
• Strong analytical and decision-making capabilities.
• Proficiency in Microsoft Office Suite.
• Bachelor's degree in business, HR, or a related field, and PHR/SPHR certification preferred.
• Willingness to work over 40 hours per week.
• Occasional travel to the Harrisburg corporate office and local colleges/universities may be required.
