This is a fully remote position, open to applicants in Washington.
• Provide support to the Department of Transportation's Federal Transit Administration in the areas of federal service and commercial-item acquisitions.
• Manage simplified acquisitions, contracts, purchase orders, Interagency Agreements (IAAs), Indefinite Delivery Indefinite Quantity (IDIQ) contracts, Blanket Purchase Agreements (BPAs), as well as task, delivery, and call orders.
• Collaborate with program officials, Contracting Officer Representatives (CORs), and Contracting Officers (COs) to assist with procurement actions from acquisition planning through to contractual execution.
• Deliver senior-level federal acquisition subject-matter expertise during acquisition planning, solicitation, evaluation, award, post-award administration, and close-out processes.
• Understand and apply relevant federal acquisition laws, regulations, and processes.
• Review and edit documents and data daily to ensure the production of clear and concise contractual work products.
• Analyze both pre-award and post-award data to identify missing information, reach out to relevant individuals, and inform the Government of any findings.
• Aid in the preparation and entry of contractual actions into the FTA's contract writing system, currently known as ESC PRISM.
• Conduct data verification and quality assurance while contributing to federal reporting efforts.
• Keep written work updates in an online spreadsheet.
• Assist with the administration of call orders, task orders, and contracts, including tracking performance and invoices.
• Prepare modifications related to changes in contracts.
• Bachelor's degree in Arts (BA) or Science (BS), or a higher degree, along with at least 8 years of relevant experience in the contracting field.
• Strong oral and written communication skills.
• Ability and technical skills to recommend advanced procurement strategies and methods.
• Active participation in team efforts and capability to evaluate contractual requirements while providing valuable recommendations.
• Proficient computer skills, particularly in Microsoft Word and Excel.
• Familiarity with Google Workspace products, including Calendar, Sheets, Chat, Gmail, Docs, Slides, Drive, and Meet.
• Strong internet research abilities.
• In-depth understanding of government contracts, including Firm Fixed Price (FFP), Fixed Price with Economic Adjustments, Labor Hour, and/or Time & Materials contracts.
• Knowledge of Cost Type contracts is considered an advantage.
• Familiarity and experience with IDIQ contracts, BPAs, task orders, delivery orders, call orders, and purchase orders.
• Advanced expert knowledge and practical experience in federal acquisition operations, equivalent to at least FAC Level III training and experience and/or FAC Professional qualifications.
• Capability to operate a PC and phone within an office setting.
• Primarily sedentary work; some bending, light lifting, and carrying of equipment may be required.
