This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Offer senior-level comprehensive federal acquisition support, encompassing acquisition planning, solicitation formulation, evaluation, awarding, post-award management, and contract closure.
• Work in conjunction with Contracting Officers, Contracting Officer’s Representatives, and program officials to strategize and implement procurement actions while addressing complex acquisition challenges.
• Advise on suitable procurement strategies, acquisition techniques, and contract methodologies in alignment with Government requirements.
• Handle both simplified acquisitions and intricate small- and large-dollar procurement processes.
• Provide support for Firm-Fixed Price, Fixed Price with Economic Price Adjustment, Labor Hour, Time and Materials, as well as cost-type contracts.
• Assist with IDIQ contracts, Blanket Purchase Agreements, task orders, delivery orders, call orders, purchase orders, and Inter/Intra-Agency Agreements.
• Implement federal acquisition regulations and procedures relevant to commercial and service acquisitions, competition, negotiated procurements, modifications, and contract management.
• Draft, review, proofread, and revise acquisition and contractual documents.
• Examine pre-award and post-award acquisition data, pinpoint missing information, coordinate documentation, and relay findings to Government personnel.
• Prepare and input contractual actions into the Enterprise Service Center PRISM or successor systems.
• Conduct data validation, quality assurance, and verification tasks for federal acquisition reporting.
• Aid in the administration of contracts, task orders, and call orders, including performance tracking, invoice management, funding actions, and contract modifications.
• Keep track of acquisition workload and status information utilizing Government-accessible tracking tools and spreadsheets.
• Evaluate contractual requirements and offer recommendations that identify risks, efficiencies, or alternative acquisition strategies.
• Oversee multiple procurement actions, prioritizing effectively while ensuring the delivery of accurate, timely, and professionally crafted work products.
• A Bachelor's degree in a relevant discipline, or a higher degree, along with at least 8 years of pertinent federal contracting experience.
• Senior-level understanding of federal acquisition coupled with practical experience comparable to FAC-C Level III and/or FAC-C Professional competencies.
• In-depth knowledge of the federal acquisition lifecycle and the relevant laws, regulations, policies, and procedures that govern it.
• Proven experience in supporting federal acquisitions from the planning stage through to contract closure.
• Strong working knowledge of federal service and commercial acquisitions.
• Demonstrated experience with a variety of contract types, including Firm-Fixed Price, Fixed Price with Economic Price Adjustment, Labor Hour, and Time and Materials contracts.
• Experience in supporting acquisition vehicles such as IDIQs, BPAs, task orders, delivery orders, call orders, and purchase orders.
• Familiarity with pertinent sections of the Federal Acquisition Regulation, including acquisition methods related to FAR Parts 5, 12, 13, 14, 15, 16, 37, and 43, as applicable.
• Exceptional written and verbal communication skills, with the capability to engage effectively with Contracting Officers, CORs, program officials, and other stakeholders.
• Strong analytical abilities to independently assess acquisition requirements, identify challenges, and propose actionable solutions.
• Excellent proofreading, editing, documentation, and quality-control capabilities.
• High proficiency in Microsoft Word and Excel.
• Experience utilizing collaboration and productivity tools such as Google Calendar, Sheets, Gmail, Docs, Slides, Drive, Meet, or similar platforms.
• Strong internet and market research skills.
• Preferred: Familiarity with PRISM or another federal contract writing system.
• Preferred: Experience in acquisitions under the Federal Supply Schedule / Multiple Award Schedule environment.
• Preferred: Background in cost-reimbursement or other cost-type contracts.
• Preferred: Prior acquisition experience with the Department of Transportation, Federal Transit Administration, or other federal civilian agencies.
• Preferred: Current or previous FAC-C Professional, FAC-C Level III, DAWIA Contracting, or equivalent federal acquisition training or certification.
