This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Deliver thorough pre-award and post-award acquisition assistance for intricate federal procurements.
• Support acquisitions that exceed the Simplified Acquisition Threshold as well as complex procurement initiatives.
• Create, review, and enhance acquisition strategies, solicitation packages, procurement documentation, source selection materials, evaluation criteria, contract modifications, and various acquisition products.
• Investigate, interpret, and apply the FAR, VAAR, agency regulations, federal and state laws, and other acquisition guidelines.
• Prepare compliant procurement packages for the review of Contracting Officers.
• Counsel Contracting Officers, Contract Specialists, program managers, technical experts, and requiring activities.
• Examine challenging contracting issues and propose appropriate courses of action.
• Partner with customers and stakeholders to define, standardize, and align enterprise-wide requirements.
• Develop and enhance source selection evaluation criteria and acquisition evaluation strategies.
• Conduct technical, cost, pricing, historical procurement, and market research and analysis.
• Assist with Independent Government Cost Estimates (IGCEs), cost-benefit analyses, price reasonableness determinations, and financial assessments.
• Perform gap analyses and evaluate cost components for healthcare services, supplies, equipment, and mission needs.
• Aid in proposal evaluations, negotiations, contract award documentation, and contract management.
• Oversee contract performance and assist in resolving performance, payment, claims, changes, deliverables, schedule, and compliance challenges.
• Prepare and review contract modifications, change orders, supplemental agreements, delivery orders, and supporting documentation.
• Provide leadership, technical direction, mentoring, and support to junior and mid-level personnel.
• Maintain complete, accurate, organized, and audit-ready contract files and acquisition documentation.
• A minimum of five years of recent relevant experience within the last seven years providing extensive and complex federal acquisition support.
• Experience in supporting both pre-award and post-award federal acquisition activities.
• Proven experience with acquisitions exceeding the Simplified Acquisition Threshold.
• In-depth working knowledge of the FAR, VAAR, and other relevant federal acquisition policies and regulations.
• Strong grasp of the entire federal acquisition lifecycle.
• Experience in developing and reviewing acquisition plans, solicitations, source selection documentation, procurement packages, contract modifications, and contract administration documentation.
• Ability to independently research and interpret acquisition regulations, policies, directives, and guidance.
• Experience in analyzing technical requirements, cost and pricing information, acquisition risks, and contracting alternatives.
• Capability to provide acquisition advice and recommendations to government customers, technical personnel, and senior stakeholders.
• Strong leadership abilities and the capacity to provide technical guidance to junior acquisition professionals.
• Excellent skills in written communication, research, analysis, time management, and organization.
• Ability to manage multiple acquisition actions and meet deadlines in a fast-paced federal contracting environment.
• Specialized experience may involve construction and Architect-Engineering, complex services and healthcare contracting, or leasing and specialized contracts.
• Bachelor's degree in any field.
• At least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management, or a combination of these disciplines.
• Relevant federal contracting experience may be accepted in lieu of education in accordance with contractual requirements.
