Senior Contract Management Professional

This is a fully remote position, open to applicants in United States.

📋 Description

• Report to the Contract Management Lead.

• Execute subcontract administration tasks under U.S. Government prime contracts, encompassing Direct, Non-Commercial Item, and Commercial Item subcontracts.

• Prepare Requests for Proposals (RFPs).

• Interpret clauses from the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).

• Analyze proposals from subcontractors, including those for change orders.

• Conduct cost and price analyses.

• Negotiate and formulate subcontracts, non-disclosure agreements, and teaming agreements.

• Manage subcontracts and ensure the maintenance of compliant procurement file documentation.

• Supervise subcontractor performance and Surveillance Plans.

• Guarantee adherence to Federal Government subcontracting requirements and the Contractors' Purchasing Systems Review (CPSR) criteria.

• Oversee the Humana Government Business Small Business Program.

⛳️ Requirements

• U.S. Citizenship is required.

• Successful receipt of interim approval for government security clearance (NBIS - National Background Investigation Service) is necessary.

• Candidates must not currently reside in Puerto Rico.

• A Bachelor's degree is mandatory.

• A minimum of 3 years of Subcontract Administration experience with a Federal Government Contractor is needed.

• Proven experience in negotiating Terms and Conditions for complex Subcontracts, Teaming Agreements, and Non-Disclosure Agreements in support of the Federal Government.

• Comprehensive understanding of Contractors' Purchasing Systems Review Requirements (CPSR) Process.

• Experience in developing and maintaining compliant Procurement File documentation in accordance with CPSR Requirements.

• Familiarity with Small Business Subcontracting Plan Administration and Reporting.

• Experience in interpreting and applying Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) clauses.

• Proficiency in conducting Cost and Price Analyses.

• A dedicated workspace free from ongoing interruptions to safeguard member PHI / HIPAA information.

• Home internet service must provide at least 25 Mbps download and 10 Mbps upload speed.

• Preferred: A graduate or advanced degree.

• Preferred: 6 years of experience in government contracting and subcontracting.
