Senior Business Analyst – CTLS Business Lead

This is a fully remote position, open to applicants in United States.

📋 Description

• Act as the functional lead for Wisconsin's Children's Long-Term Support (CLTS) program.

• Serve as the main business analysis contact for assigned projects.

• Oversee operational initiatives, maintenance tasks, enhancements, change requests, and project work from initiation to implementation and closure.

• Coordinate business analysis efforts among stakeholders, project managers, developers, testers, operations teams, and client representatives.

• Connect business and technical teams to define, document, communicate, and validate requirements and solution outcomes.

• Conduct requirements elicitation sessions, business process evaluations, solution discussions, stakeholder meetings, and presentations for clients.

• Manage a portfolio of operational tasks, maintenance activities, and projects.

• Monitor status, advance work through established lifecycles, address blockers, and communicate risks and dependencies.

• Analyze and enhance business processes for operational efficiency, regulatory compliance, and client objectives.

• Assist in testing, validate outcomes, and secure stakeholder approvals.

• Provide guidance, mentoring, workload coordination, and leadership to staff involved in CLTS initiatives.

• Contribute to process enhancements, operational standards, training materials, knowledge management, onboarding, and ongoing improvement.

• Utilize analytical tools, reporting solutions, and data analysis methods to support decision-making and assess solution impacts.

• Coordinate priorities, resolve challenges, and drive outcomes among business and technical teams.

• Collaborate closely with Wisconsin DHS, business subject matter experts, developers, testers, project managers, and operational leaders.

⛳️ Requirements

• More than 8 years of experience as a Business Analyst, Business Lead, Functional Lead, Product Owner, or a similar position supporting complex technology initiatives.

• At least 5 years of experience in Medicaid, healthcare, government programs, or other highly regulated sectors.

• Proven experience managing work throughout the complete project lifecycle, including requirements gathering, enhancements, maintenance, defect resolution, testing, implementation, configuration, change management, and production support.

• Proficient in creating, reviewing, and validating business requirements, business process documentation, test scenarios, solution deliverables, and project communications.

• Familiarity with Excel, SQL, reporting tools, and data analysis techniques.

• Ability to independently manage multiple competing priorities effectively.

• Capacity to drive work forward, eliminate blockers, follow through on commitments, and uphold accountability with minimal management oversight.

• Experience facilitating meetings and coordinating activities among stakeholders, technical teams, project leadership, clients, and vendors.

• Excellent written and verbal communication skills.

• Proven leadership abilities, sound judgment, capacity to work independently, mentor others, and drive initiatives to completion.

• Must be able to work from one of the 48 contiguous U.S. states.

• Availability to work core hours of 7:30 AM–4:30 PM Central Time.

• Video camera required for interviews and during internal and external meetings.

• Stable internet connection and a quiet location necessary for screenings, interviews, and meetings.
