Senior Analyst – National Characterization

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the acquisition, stewardship, analysis, and reporting of material characterization data across CAA states.

• Create and uphold national standards for data quality, consistency, and comparability.

• Spearhead the development and maintenance of sorting category frameworks across various states.

• Assess state and local waste characterization studies for methodological alignment and opportunities for integration.

• Provide strategic direction to state teams regarding data quality, standardized practices, and reporting requirements.

• Supervise the integration of characterization data into enterprise data structures and analytical frameworks.

• Formulate and enhance SOPs for data intake, QA/QC, data management, analytical methodologies, and long-term governance.

• Lead the intake and integration of new, legacy, third-party, and state-generated datasets.

• Oversee metadata management, documentation, assumptions, and version control processes.

• Direct comparative and trend analyses, cross-state benchmarking, and the development of performance metrics.

• Supervise analytical summaries, data visualizations, dashboards, and reporting outputs.

• Collaborate with Data & Analytics to ensure data structures, classifications, and workflows align with enterprise architecture.

• Report to the Senior Manager – National Characterization.

• Execute other duties as assigned.

⛳️ Requirements

• A Bachelor’s degree is required.

• 7–10 years of increasingly responsible experience in waste characterization, recycling, materials management, environmental data analysis, or related domains.

• Proven leadership in complex data initiatives and cross-functional stakeholder engagement.

• Advanced proficiency in Python and/or R.

• Strong skills in Microsoft Excel.

• Experience managing large, complex datasets.

• Background in implementing data governance, QA/QC, and quality management practices.

• In-depth knowledge of waste characterization methodologies, material classification systems, and the development of performance metrics, including contamination, capture, and recycling rate calculations.

• Experience in developing standards, SOPs, governance frameworks, or data management practices.

• Demonstrated ability to convert technical analyses, methodologies, and data limitations into clear recommendations.

• Strong project leadership, organizational, and stakeholder management abilities.

• Familiarity with extended producer responsibility (EPR) programs and associated policy, regulatory, and reporting frameworks.

• Excellent technical writing skills.

• Ability to convey complex analytical concepts to both technical and non-technical audiences.

• Competence in prioritizing and managing multiple projects and stakeholder needs.

• Capability to work independently while exercising sound professional judgment.
