This is a fully remote position, open to applicants in Arizona, +8 more states.
• Collaborate with business development and capture managers to engage with federal agency stakeholders and identify mission challenges.
• Convert customer requirements into technically robust and differentiated solution strategies.
• Oversee the development of Concepts of Operations (CONOPs) that encompass operational workflows, system interactions, user roles, and phased implementation plans.
• Create comprehensive technical architectures for intricate federal IT, cloud, data, and mission systems solutions.
• Formulate solution frameworks that adhere to NIST, FedRAMP, Zero Trust, and specific agency policies.
• Stay informed about emerging federal IT priorities and competitor solution strategies to guide differentiation efforts.
• Establish and nurture relationships with technology partners, platform vendors, and teaming partners.
• Assess and integrate partner capabilities into proposed solutions.
• Work alongside program delivery, contracts, pricing, and executive leadership to ensure that solutions are operationally feasible, technically credible, and financially sound.
• Assist or lead oral proposal presentations, demonstrations, and government briefings.
• Articulate the solution vision to both technical and non-technical federal evaluators.
• A Bachelor’s degree in Computer Science, Information Systems, Systems Engineering, or a related technical field.
• Over 10 years of progressive technical experience in federal IT, defense, or intelligence community programs.
• Proven experience in developing CONOPs, technical approach narratives, and solution architectures in response to federal RFPs (FAR/DFARS-based procurements).
• Experience working with DoD, DHS, VA, HHS, or civilian agency clients.
• Knowledge of federal agency mission environments and IT ecosystems.
• Practical experience with AWS GovCloud, Azure Government, or similar cloud platforms.
• Understanding of FedRAMP authorization frameworks.
• Excellent written communication skills with a background in authoring successful federal proposal sections.
• Familiarity with NIST 800-53, Zero Trust Architecture, and CMMC.
• Knowledge of Shipley or similar structured capture and proposal methodologies.
• Eligibility to obtain or currently possess a U.S. Government security clearance.
• U.S. citizenship is mandatory.
• Preferred: experience as a capture manager, solution architect, or chief engineer on federal programs valued at over $50M.
• Preferred certifications: AWS Certified Solutions Architect, Microsoft Azure Solutions Expert, CISSP, PMP, ITIL, or SAFe.
• Preferred background in supporting IDIQ task order responses, AI/ML, data analytics, digital transformation, or DevSecOps solution development.
