This is a fully remote position, open to applicants in Cameroon.
• Offer regional technical expertise and advisory support to country programs regarding risk management, compliance, safeguarding, fraud prevention, accountability, and ethical conduct.
• Guide country teams in implementing global policies, standards, procedures, and donor expectations within local contexts.
• Assist in regional risk assessments by pinpointing cross-country trends, systemic challenges, mitigation strategies, escalation requirements, and follow-up priorities.
• Contribute technical insights on critical compliance, safeguarding, fraud, incident, audit, and partner-risk issues.
• Create and advocate for regional risk and compliance tools, templates, guidance notes, learning resources, and job aids.
• Evaluate risk, compliance, safeguarding, incident, partner, and audit data to discern trends, root causes, and support necessities.
• Generate regional reports, briefing documents, management updates, and learning materials.
• Promote safeguarding awareness, ethical behavior, reporting mechanisms, accountability practices, and corrective measures.
• Collaborate with country, regional, and global colleagues to harmonize risk and compliance strategies.
• Engage in regional and cross-functional discussions, offering technical recommendations.
• Counsel on partner risk and compliance oversight, capacity evaluations, monitoring of corrective actions, and partner adherence.
• Mentor and provide technical assistance to country risk and compliance personnel.
• Aid in the execution of corrective action plans stemming from the Annual Internal Control Questionnaire process.
• Extend technical assistance to the Fraud Oversight Team regarding FAM cases and associated documentation.
• Examine agreements needing senior regional approval via the Agreement and Proposal Management process.
• Follow up on audit recommendations, formulate closure plans, and maintain audit records.
• Assess donor proposals for compliance, partner, operational risk, safeguarding, and mitigation considerations.
• Bachelor’s degree in Accounting, Finance, Governance, Ethics, Risk Management, Law, International Development, Business Administration, or a related field.
• At least 8 years of progressively responsible experience in risk management, compliance, audit, governance, safeguarding, investigations, partner oversight, or related operational risk areas.
• Experience in an international NGO or a complex multi-country setting is preferred.
• Proven experience providing technical support, advisory guidance, or oversight across multiple countries or intricate operating environments.
• Experience in aligning regional risk and compliance strategies with global organizational policies, governance structures, safeguarding standards, and donor requirements.
• A Master’s degree is preferred.
• Professional certifications such as CPA, CIA, CFE, CCEP, CRMA, or equivalent are preferred.
• Strong familiarity with donor regulations and compliance expectations.
• In-depth understanding of USG, EU, UN, and institutional donor compliance frameworks.
• Knowledge of audit, safeguarding, and accountability standards.
• Experience with risk assessment methodologies, mitigation planning, monitoring corrective actions, and conducting trend analyses.
• Strong grasp of safeguarding, protection, ethical conduct, and accountability standards.
• Capability to draft guidance, technical evaluations, briefing documents, management updates, and reports for senior leadership.
• Ability to manage confidential and sensitive information with discretion.
• Capacity to collaborate across various countries, functions, and time zones.
• Fluent professional proficiency in English is required.
• Proficiency in French is strongly preferred.
• Legally authorized to work in the location where the position is held.
• A Bachelor’s degree or equivalent work experience is required, with experience being mandatory in addition to the degree.

• Locally based in the country where the selected candidate is hired.
• Willingness and ability to travel up to 30% within the assigned region and as necessary.
