Proposal Solutions Architect – DHA

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Oversee the creation of technical and management proposal content that supports DHA, VA, and other federal healthcare initiatives.

• Formulate technical strategies, management and staffing plans, executive summaries, and narratives reflecting mission-aligned past performance.

• Collaborate with Business Development and Capture teams to create customer-focused solutions in alignment with DHA's operational priorities and mission goals.

• Conduct organized SME interviews with engineering, clinical IT, security, and operations teams to collect and verify proposal content.

• Convert complex technical architectures, cloud environments, DevSecOps models, interoperability frameworks, and health data platforms into narratives that are easy for evaluators to understand.

• Examine solicitations and DHA requirements to aid in shaping opportunities, developing technical strategies, and formulating mission-focused win themes.

• Work alongside proposal managers, volume leads, and graphic designers to ensure that technical content is visually appealing and operationally relevant.

• Engage in proposal kickoffs, color team reviews, and status meetings to facilitate disciplined proposal execution within federal deadlines.

• Assist in proposal development activities throughout all phases to guarantee compliant, persuasive, and timely submissions.

• Participate in various projects and initiatives as assigned.

⛳️ Requirements

• Bachelor’s degree in Computer Science, Engineering, MIS, Business, or a related technical field.

• Over 10 years of experience in IT, systems engineering, software development, infrastructure, or enterprise technology settings.

• More than 5 years of experience in federal proposal development and technical solution efforts.

• Strong capability to translate technical concepts into evaluator-ready narratives for federal healthcare and defense audiences.

• Familiarity with modern IT infrastructure, cloud environments, Agile methodologies, and DevSecOps delivery models.

• Knowledge of enterprise healthcare IT ecosystems and interoperability principles.

• Experience in collaborating on technical graphics such as architectures, workflows, and data flow diagrams.

• Exceptional written and verbal communication skills with a keen attention to detail.

• Demonstrated collaboration and relationship-building skills within cross-functional capture and proposal teams.

• Understanding of Shipley-based capture and proposal methodologies.

• Experience in supporting Agile and SAFe software delivery environments.

• Previous experience working with DHA, VA, or other federal healthcare agencies.

• Exposure to healthcare interoperability, cloud modernization, enterprise architecture, or longitudinal health record initiatives.

• Capability to obtain and maintain a government clearance.

• U.S. Citizenship is mandatory.

• All selected candidates must successfully complete a background check.

• Ability to secure and maintain a Government/Public Trust clearance, including necessary fingerprinting, if required for the position.
