This is a fully remote position, open to applicants in United States.
• Oversee the planning, coordination, and execution of technology projects that support ACF and the Children’s Bureau.
• Enhance the APD lifecycle management as well as the engagement processes for State and Tribal entities.
• Administer project timelines, milestones, risks, issues, dependencies, and reporting on status.
• Collaborate daily with the ACF Tech PMO, handling meeting schedules, environment and access requests, and tracking actions.
• Lead workshops for requirements gathering, interviews, working sessions, and solution evaluations.
• Foster agreement among business and technical stakeholders to align priorities and deliverables.
• Evaluate business processes and specify requirements for workflow automation, document management, tracking, reporting, and stakeholder relationship management solutions.
• Create and sustain user stories, business requirements, process models, use cases, acceptance criteria, and traceability documents.
• Work in tandem with technical teams throughout the system development lifecycle.
• Offer guidance on backlog priorities, solution alternatives, and implementation strategies.
• Direct User Acceptance Testing, which includes test planning, case development, execution, defect management, and validation of business requirements.
• Facilitate Agile delivery through sprint planning, backlog refinement, solution demonstrations, release planning, and implementation tasks.
• Identify areas for process improvement and enhance system performance and stakeholder satisfaction.
• Bachelor’s degree in Information Systems, Computer Science, Business, Public Administration, Project Management, or a related discipline.
• Must be eligible to obtain and maintain a federal Public Trust clearance.
• A minimum of 5 years of experience in managing or leading IT projects, business analysis activities, or system implementation efforts.
• Proficient in gathering and managing business requirements.
• Experienced in facilitating discussions with stakeholders and translating business needs into system solutions.
• Skilled in leading User Acceptance Testing.
• Familiar with supporting software delivery utilizing Agile methodologies.
• Capable of developing project plans, managing risks and issues, and coordinating cross-functional teams.
• Strong leadership, facilitation, and stakeholder management capabilities.
• Strategic mindset with the ability to align business objectives with technology solutions.
• Excellent analytical, problem-solving, and decision-making skills.
• Ability to juggle multiple priorities and deliver high-quality outcomes in a client-facing setting.
• Strong written and verbal communication proficiency.
• Experience in presenting to senior stakeholders and facilitating decision-making conversations.
• Preferred: Experience with federal health and human services programs, especially ACF, the Children’s Bureau, or associated organizations.
• Preferred: Knowledge of child welfare information systems, federal APD processes, CCWIS, or State and Tribal technology initiatives.
• Preferred: Experience in delivering custom applications within cloud environments, with AWS being preferred, including AI-assisted or human-in-the-loop review workflows and phased federal security authorization (ATO) processes.
