This is a fully remote position, open to applicants in United States.
• Oversee the technical integration of the project.
• Transform approved policies and research agendas into coordinated analyses, pilot initiatives, TTA, and product development.
• Direct task teams and recognized experts, ensuring that findings lead to actionable recommendations and practical tools.
• Spearhead technical planning and execution for the Marriage Penalty Analysis, Pilot Strategy, TTA provision, and product development portfolio.
• Formulate analytic questions, evidence plans, readiness criteria, pilot design methodologies, tool concepts, and workstream-level timelines for Project Manager endorsement.
• Coordinate expertise in TANF, taxation, benefits, early childhood, childcare, Tribal matters, HMRF, research, evaluation, organizational development, communications, and implementation.
• Guide the recruitment, readiness evaluation, selection, onboarding, co-design, implementation, course adjustments, sustainability planning, and closure for up to five pilot sites.
• Create Universal, Targeted, and Intensive TTA activities, which include peer learning, webinars, workshops, office hours, site-based support, and implementation coaching.
• Supervise the creation of policy options, practitioner tools, templates, training materials, promising-practice products, and interactive or visual resources for nationwide application.
• Conduct technical reviews of recommendations regarding authority, evidence, cost and operational assessments, implementation prerequisites, and constraints.
• Recognize emerging policy, research, demographic, and field trends and reinterpret signals into revised priorities, tools, and technical assistance.
• Deliver concise technical briefings to OFA and suggest decisions, trade-offs, and corrective actions when workstream risks are identified.
• Minimum of eight years of progressively responsible experience in leading human services, TANF, means-tested programs, TTA, research-to-practice, organizational development, or pilot implementation efforts.
• Proven ability to harmonize policy, evidence, program design, facilitation, and product development across interdisciplinary teams.
• Experience in managing technical experts, producing decision-ready deliverables, and collaborating with State, Tribal, local, grantee, or community partners.
• Strong skills in facilitation, analytical writing, strategic planning, stakeholder engagement, and problem-solving in implementation.
• Familiarity with plain writing, Section 508 compliance, data stewardship, adult learning principles, and quality review standards for federal products.
• Bachelor's degree is required.
• Master's degree is preferred.
• Direct experience with TANF or HMRF programs, marriage penalty analysis, benefit cliffs, pilot design, or rapid-cycle learning is preferred.
• Experience in creating national tools, templates, technical assistance resources, or multi-site implementation guidance is preferred.
